epidemic continues with the maryland and oregon governors testifying before the senate health and education committee, as they describe the impact on their states and answer questions on the spread of fentanyl, the role in the federal government, and lawsuits against pharmaceutical companies. gov. hogan: we have been shining a spotlight on this issue for about four years now. when i asked community leaders what the number one problem was facing the community, everywhere i went, whether in the suburbs of washington or the city of baltimore, the answer was always the same. but we me by surprise, learned about the magnitude of this problem. of my first actions of governor, we established an emergency opioid and heroine task force -- of my first actif heroin task force, focusing on a four pronged approach of education, treatment, prevention, and enforcement. i was the first governor in america to declare a real state of emergency on this issue. we decided we needed to treat this crisis just like we would treat any natural or man-made disaster. we have already committed in our small state more than half $

i just left a hearing in the health education engines committee. remarked up a huge new piece of legislation on the opioid crisis. is a great product -- bipartisan. because it is bipartisan, it is an indication of how grave the problem is. the horror of opioids in my state -- i'm sure of a number of states -- it is very bad. urban and suburban areas. it is worse in rural areas, at least by the measurement of overall overdose deaths compared 2015 to 2016. we don't have complete 2017 numbers. i would ask you about that in a broad context and in the context of your concerns about oaks living in -- about folks living in rural america and pennsylvania? what would you hope would happen as part of the farm bill if we have an opportunity in that bill to address the opioid crisis or beyond the bill itself, what would you hope would be new policy or improved policy on the opioid crisis? sec. perdue: there is despair and rural areas. -- in rural areas. it is one of the joint epidemics that did not miss rural america. we've seen that by the avenue of prescript

and children in every single district of every person represented on this committee will suffer. i was an educator for 40 years. grandmother, and as a member of the house committee on education and the workforce and the workforce, i'm concerned about houses -- how this will affect our nation's children. , 11th in north carolina in the country for food insecurity. that is not a number to be proud of. an estimated 206 he 5000 children across the country will lose meals due to this proposal in this bill. north carolina, like many others, allows children on snap to qualify for free and reduced lunch. that food, both not only at home but at school, will be taken away from thousands of children in our state. and of the one million north carolinians who receive snap benefits, 30% are school-aged children. children cannot excel and succeed in school, they are likely not to graduate. having food on the table will help break this poverty cycle. childrenwithout snap, without meals in schools, they are not ready to learn. as i said, i taught 40 years. i know firsthand. i think you don't have to really teach a
