to edward lawrence at the white house with more details. good morning, edward. reporter: good morning. the chinese saying that the vice president's speech was full of arrogance, hypocrisy and lies. a spokesperson for the chinese foreign ministry saying that china -- or pushing back against the human rights accusations and abuses that was in the vice president's speech. that spokesperson saying that china attaches great importance to human rights, then goes on to hit back on the u.s., talking about the gauwage gap between r and poor and the u.s. arbitrarily withdrawing from treaties, also mass shootings in the united states. that spokesperson says this. i will read it. we advise some people in the united states to take a good look at themselves in the mirror, to recognize their own problems, to manage their own affairs. now, on trade, though, the economic development of china, the spokesperson says china will not threaten the united states or any other country in the world there. they said this was a muted response really from the chinese but yet telling the u.s.

i guess from what edward lawrence was reporting, we should feel a little optimistic.hey are talking. the chinese didn't go home early as was rumored at one point last night. what's your take on it so far? they are talking but can we get anything significant done? >> well, i think the optimism in this case is warranted. i mean, we've obviously been talking to the administration for the past week or so and had a chance to sit down with the vice premier yesterday, and the mood is decidedly upbeat. i think that's a good thing. you know, we think that there's a lot of work to be done, and i'm not sure we're going to get the kind of fully comprehensive deal that i think we need. but i think right now we need some way to effectively stop the bleeding, stop the escalation and set the tone for broader discussions. ashley: so there have been a lot of speculation, if you like, that there will be some sort of mini deal, to your point, there's many big issues to decide and very unlikely to be done in quick fashion. one of those being talked about is maybe a tariff, you know, a dec

edward lawrence. at the federal reserve live now. reporter: federal reserve cut the benchmark rate by a quarter of a percentage point. it is 1 1/2 to 1.75%. the rate cuts come on a global slow down they say. they say muted inflation. the fed does signal in the statement a pause for future rate cuts. the federal reserve statement changes words from act as appropriate, to assess. now the changes make, part of that sentence that makes that big change, says this, quote, it assesses the appropriate path of target range for the federal funds rate. that is going forward. the statement says that the labor market remains strong. consumer spending is rising at a strong pace. the fed also sees business investment and exports remain weak. in the two statements two fed precedents dissented, kansas city president esther george and boston president rosengren dissented that is the third time they both dissented. jim bullard did not dissent on decision. he thinks this is where the fed needs to be with the 25 basis point cut. he believes this is enoug

edward lawrence live at the white house.k us up to this but more importantly, give us the scoop on what's happening with the china talks. reporter: yeah, exactly. in this particular event, this is the preliminary trade deal th japan on agriculture, industrial goods and digital trade has started or was announced during the u.n. general assembly. this is the final form of that agreement, for those items there. it will be signed here today. i saw the japanese delegation go in about 30 minutes ago. but right now, i can tell you that the deputy level chinese talks are wrapping up just a few blocks from where i'm standing here. the chinese trade delegation on the deputy level, meaning the u.s. deputy side there, they are trying to figure out if they can come to an agreement. the chinese, we are told from the chinese commerce ministry, came to the table saying they are ready to put out a deal to make a deal on the items that both sides agree upon, and then go forward and set another timetable for those items that are more difficult

cheryl: edward lawrence has the latest from washington. orning. >> reporter: good morning, cheryl and lauren. all eyes later on this morning will be on the trade talks between the u.s. and china to see how the two delegations greet each other, first going in and if anything can be worked out with the mood. according to reports, the mood from the chinese has soured a little bit now that the u.s. added 28 chinese entities to the u.s. entity list, the black list so companies cannot do business with those companies. the commerce ministry telling us china came here ready to do a deal on those parts that both sides agree upon and set up a time line going forward on how to deal with the more difficult parts. this is by far the largest delegation the chinese have sent to date with these talks. the 13th round of face-to-face talks. it's not just department heads that are here, it's also their staff and two important departments are here, they oversee intellectual property rights and the enforcement of those rights. the chinese commerce ministry tell

cheryl: edward lawrence has more from washington for us. orning. >> reporter: good morning. the 13th round of face-to-face talks between the u.s. and chinese trade teams, a marathon session. the chinese trade delegation inside the u.s. trade representative's office for some eight hours. a trade sources say they came here hoping to suspend or roll back tariffs on chinese imports. our trade sources say they prepared to do a deal on parts of the agreement that both sides agree upon and work out the rest later. chinese trade experts say the past offered the chinese hope on that front. >> he was willing to postpone in that case for three months, he's shown that postponing the tariffs going into effect is a gesture he's willing to make. so that would be a positive outcome tomorrow. certainly the chinese feel the pain of the tariffs. they've made no secret about that. so they're in some sense hoping that he will lift the tariffs today, even all of them. i don't think that's very likely at all. >> reporter: the president himself saying that the talk
