edward lawrence has the story from the white house. edward.eporter: administration taking a victory lap over signing the phase one trade deal with china. ratification of usmca on usmca. the document will be here at the white house shortly for the president to sign that. now i'm told that from canadian sources that canada will take up their part of ratifying usmca. they will start their work on january 27th when their new parliament is seated. on china, the u.s. trade representative says that the agreement we had, phase one trade deal is binding, as well as he believes has enough enforcement in it to protect intellectual property. white house economic advisor peter navarro says the chinese had no choice but to sign it. listen. >> their economic model is bankrupt and that's why they really do need to reform that model. in addition to the tariff pressure from president trump, they have domestic pressure on a model that is imploding. they need to join the world where we have fair trade, reciprocal trade. that will be better for their economy. repo

cheryl: let's go to edward lawrence,s he's in washington with all of the details. good morning. >> reporter: good morning, cheryl and lauren. there's a feeling of glee among trade folks i talked with in the trade circles over the signing of the phase one trade deal with china. two big things are going to happen this week of. one, on wednesday, the chinese trade delegation expected to sign the phase one trade deal. later on today, the chinese delegation meeting with u.s. businesses to try and repair the damage that's happened to their economy. vice premier liu he will meet with u.s. businesses, especially the industrial and commerce businesses, businesses that do import, export, to try to tell them that china is open for business again. economists think china will recover as well as hard-hit sectors of the u.s. economy. >> i think they not only can recover, i think they can recover and gain a lot besides. trump has always claimed he was a free trader. this is proof positive that he is a free trader. >> reporter: china has been removed as a currency manipulator, that'

edward lawrence joins us from the white house to lay out more details of the agreement. edward?eporter: the report right here goes into effect in 30 days now but within 60 days, with a notice from either side this report can be canceled. u.s. trade representative robert lighthizer says this is a very detailed trade agreement. he says that it is a binding one, because every chapter starts with china shall follow through. now, every chapter again starts with that, key phrase there. now one of the key point in this, protecting intellectual property. the scope of that section is huge, according to u.s. trade representative robert lighthizer. he says that it deals with breaching of systems to take in intellectual property. it deals with hackers. he says it deals with current and former employees who are trying to steal company's information. it is again a very specific agreement. the agreement outlines financial services and how that is going to be expanded market. for instance, credit card companies like visa and mastercard would be allowed to do transactions within china now. a big

edward lawrence from fox business network. is so there was the signing of a ratified usmca at the white housed today. have you seen business investment pick up at all? if not, what will it take to get that business investment going as this uncertainty is being cleared up? >> yeah. so i guess i'd start by saying that the fact that we've reached a phase one deal with china and the fact that we've moved ahead closer to getting usma agreed, those are potentially positive things for the economy, without question. without question. and financial markets, the reaction of financial markets has been very consistent with that perception. a sustained reduction in uncertainty over time should improve business sentiment investment which would provide some additional support for the economy. it's important, though, to bear in mind a couple of things. first, trade policy uncertainty remains elevated. businesses continue to identify it as an ongoing risk. we still have two or even three active trade discussions that are going on in the public

trump administration announcing a ban on most flavored e-cigarette vaping cartridges let's go to edward lawrence live at the white house with the latest. reporter: melissa, the administration getting tough on the e-cigarette industry and vaping industry. health and human services secretary alex azar put the industry on notice. they say they are selling the products, all of the products are illegal. up to now he used enforcement discretion related to the products but in the next 30 days he says the fda will start enforcement action against companies selling flavored cigarette cartridges, excluding tobacco and menthol. the secretary says those flavors are used by people to transition away from smoking cigarettes. he makes no mistake. all companies in the industry must file premarket applications with the fda because it is the law. one ignored up to now. enforcement action starts 30 days on flavors but will expand after may 12th. a deadline includes companies and products not approved by the fda. companies big and small, including vaping shops must file applications. right now selective enforcement
