governor bel edwards: so it was ust at noon today when we governor bel edwards: it was just today that we got word that 250 bed field medical stations are -- are en route to louisiana and 60 medical personnel. doctors and nurses. we are planning how best to integrate those asset into our surge plan. i cannot tell you where they'll go but as we develop that we'll let you know. i can tell you that both of those will be very important. the beds and especially the people. and your second question was what? reporter: it seems like we're starting to get more beds and more resources, but you still have the same projection for us running out the -- out of beds so we're getting more resource bus the numbers keep increasing? governor bel edwards: day after day we stay on the same trajectory. we know when we run out of beds, based on our ability to surge within our existing footprint as we are doing with the hospitals, as we surge to tier 2, as we surge outside of the region this prince -- that's principally affected. and use the available beds in other regions. we know we still are on the path t

governor edwards: we are. what we need to understand is that because they are not employees, nobody has been paying into the unemployment fund for them. study torry, they are not entitled to the $247 a week benefits. however, we are working with congressional delegation. we believe there will be some assistance. the bill is changing. it hasn't been passed yet. it is changing. but we think there could be some relief for those individuals in the third phase of the coronavirus relief package that we hope will come out of the senate today and then get quickly passed by the house. there's a lot of good things in there for businesses, for states, for health care providers, for workers. and so it's my hope that that will happen. obviously, i have my hands full here in louisiana with what we're dealing with. but we are trying as best we can to analyze the legislation under consideration by every agency in the state of louisiana so that we're leaning forward and as soon as it passes we know the relief that it contains

governor e, l edwards: any other questions? yes, ma'am. reporter: the florida governor announced he's going to start screening people who come in from louisiana, not just new orleans but the whole state and talking about the possibility of perhaps setting up some sort of test points for drivers, have you heard anything about that and what do you think globally about governors in texas and florida creating restrictions from dealing with people from our state? governor bel edwards: first of all to the degree they're doing and saying underscores what i'm saying and that is people need to take this seriously, that we have a significant issue here in louisiana with the case count and the trajectory that we're on in terms of case growth. i think that that is helpful. i am encouraging people from louisiana to stay home, so i think that it should be a small number of people who are on the road going into texas or going in to florida. so you know, i've got my hands full here with responding to this crisis and i'm not going to second-guess or critic

edwards: it's just the numbers. every day that we stay on our current trajectory is a day we know leads us towards an outcome that we all want to avoid. and i'm trying to stress to the people of louisiana, it is an outcome that we can avoid. if we will practice social distancing and observe the mitigation measures that are in place. we will flatten the curve. we know it works, but it only works to the extent that we actually engage in the process and honor those mitigation measures and comply. and so, i'm just trying to do what i can to impress upon the people of louisiana the importance of doing this and the importance of doing it now, because i suspect there are people out there who are -- it's kind of human nature. you see things happening. you say, well, that's somebody else's problem. i need all the other people to comply, but i don't necessarily have to do it myself. well, that's just wrong. this is -- this is for every single person in louisiana. yes, sir. >> governor, it might be repetitious. but what's know

he keeps most of his people watching at edwards ferry. he sends the 8th virginia, his local unit, to balls bluff to reinforce guys there. there's a third skirmish, noon, 12:30. as more union troops are arriving because baker has been telling anybody he can see, get across the river. these guys are showing up. the weird part at first is that as all these reinforcements arrive, they just deploy along the bluff. the 15th massachusetts is out three-fourths of the mile. they're doing the fighting. the other union troops who can hear the shooting simply stay on the bluff. the senior guy, the closest thing to a commander is colonel lee of the 20th massachusetts. he is asked later why didn't you go out to support of your -- the other union troops? i didn't have any orders to do that. come on, man. you are a colonel. it's okay for you to make these -- march to the sound of the guns, if nothing else. i didn't have any orders. he just was -- he was not a soldier. he had attended west point in the 1820s. he was a railroad guy for much of his career.
