eileen bogan, coalition for san francisco neighborhoods, speaking on my own behalf, the city's dedicated emergency firefighting water system, also known as a came into service in 1913, from 1913 to 2010, it remained under the jurisdiction of the fire department with engineering by dpw. on may 10th, 2010, it was transferred to the sfpuc by then-mayor newsom. so as a means to balance the city's budget. this was despite the fact that the 2010 bond had already been placed on the ballot in nitially. the puc policy was to maintain the existing system. however, in recent years, the pc has shifted its policy to what it describes as potable water use. this uses the same pipe for both drinking water and emergency firefighting . the pc has also been using ether bonds for potable water, despite the fact that this is inconsistent with prop 218 and possibly illegal. this has been pointed out to the puc commission and i would urge go back to have the city attorney issue an opinion on if easter bond funds for potable water is consistent with prop 218 or not. and if there are potential legal liabilities.
