[laughter] it is a wonderful therapy. there are a lot of people in the dolphin club and who are themselves in the same therapy. it is mental therapy as well as physical therapy. the project that is proposed with impact -- would impact this really severly. you can not seriously put these things inthe cove and not seriously impact the swimmer's. it is a great comfort to me. i go down and i am hours myself in the water, and for some reason, in better. there are 1000 members of the dolphin club who will come to my assistance and help me out. this will not have been with the jumbotron kind of thing that is going into the cove. as george pointed out it will have to be supported by cables from the shore, for to b

i was astounded to read the draft eir. many of my concerns have been voiced, and i do not need to voice them again. it does seem that aquatic park is being turned into a carnival for several summers, and i cannot understand why. i was an historian for many years at san francisco state, and i would like to know the history of this. i wonder what promises must happen made to the america's cup people to get them to come here and expect that that could happen in san francisco, that this great recreational area could suddenly be turned over to them. i saw in their everyday in the morning. we are very concerned. thank you. president olague: thank you. the eir has not been approved. no mitigation seven proposed, allied or adopted. bcdc and other agencies still need to take action on approval of this project. there many health risks that will occur due to the loss of the air quality benefits. i would urge the supervisors to take the following actions. one, consider delaying this item until the port and the city of san francisco provide a written commitments to mitigating the loss of these air emissions. b, direct the port as a condition of his appropriation to provide an updated progress report on the mitigation to stakeholders specifically. and/or, 3, hold a public briefing, a public hearing, in this committee or the fault supervisors, within two weeks so that the port may provide a look at what it is looking at. the port says they are looking at the issues and are concerned and working on it. but unfortunately, stakeholders have not been engaged, and we're not clear where, when, and why. we think this is a very important issue and really appreciate your consider

today, there were six from the environmental council that is working with the city on eir. a number of issues were raised. one of the port is supportive of, reflects the impact to the aquatic club and the ability to mitigate impacts so there are not interruptions to the ability to swim there. we were pleased to hear those comments and look forward to working through them. there were other comments as well, many of which were reported in the press. we appreciate everyone's willingness to work with us further, commitment to these projects, which are pretty big milestones for the port. a number of those concerns had to do with the impact of the shoreside power system at pier 27 come offline, as well as the difficulty to analyze the long term development rights as currently drafted, since we are still working on those. the high school academy proposal, which you all have written about, has been presented. there were comments about problems for ferry building and other businesses, if the embarcadero were closed to vehicular traffic. it was a very informative discussion. i believ

i think the draft eir is quite well prepared. commissioner antonini: thank you. a few things to add on to the fore. -- to before. i think it is really hard to envision, you only show massing, not the design. wherever possible, we hope as this moves forward that it can be somewhat mitigated by the design, particularly on howard street where in visual context, it can address the context of height, even if it is taller, there will be a way to make that portion appear to be not as high as it really is. i think that would be a good thing to do. i was very happy with the historical evaluation in the area. it was originally happy valley, one of the habitable areas south of market before the earthquake. there was a history there later on. 670 howard, apparently is not a historical resource. that is important to note as far as that is concerned. it is pointed out, there were 17 fire stations added in the international style in the 50's. there are plenty of them that still exist if you like that style. there are plenty you can see. we won't be losing anything as
