i was astounded to read the draft eir. many of my concerns have been voiced, and i do not need to voice them again. it does seem that aquatic park is being turned into a carnival for several summers, and i cannot understand why. i was an historian for many years at san francisco state, and i would like to know the history of this. i wonder what promises must happen made to the america's cup people to get them to come here and expect that that could happen in san francisco, that this great recreational area could suddenly be turned over to them. i saw in their everyday in the morning. we are very concerned. thank you. president olague: thank you. the eir has not been approved. no mitigation seven proposed, allied or adopted. bcdc and other agencies still need to take action on approval of this project. there many health risks that will occur due to the loss of the air quality benefits. i would urge the supervisors to take the following actions. one, consider delaying this item until the port and the city of san francisco provide a written commitments to mitigating the loss of these air emissions. b, direct the port as a condition of his appropriation to provide an updated progress report on the mitigation to stakeholders specifically. and/or, 3, hold a public briefing, a public hearing, in this committee or the fault supervisors, within two weeks so that the port may provide a look at what it is looking at. the port says they are looking at the issues and are concerned and working on it. but unfortunately, stakeholders have not been engaged, and we're not clear where, when, and why. we think this is a very important issue and really appreciate your consider

the draft eir was published on july 11. as 1600 page document and dependencies -- appendices looking at the environmental impacts of hosting these areas. the public comment closed august 25. we received 2000 pages of comments. our collective city staff is working to get through those comments. that process will take us until november. we will look to go to the planning commission for certification of our eir. the nepa process is following our state environmental quality act and they are in the scoping. now -- scoping period now. we can start the construction i referenced on the side -- east side. the host city agreement and the draft the our reference the creation of a 11 implementation plans. and those plans range from advertising and ambush marketing to prevent operations, how are we going to protect sensitive habitat? the people plan which peter is here to talk about, our public safety plan led by the police department and highway patrol, birthplace, cigarettes service, our regional sheriff's offices on how to conduct pu

today, there were six from the environmental council that is working with the city on eir. a number of issues were raised. one of the port is supportive of, reflects the impact to the aquatic club and the ability to mitigate impacts so there are not interruptions to the ability to swim there. we were pleased to hear those comments and look forward to working through them. there were other comments as well, many of which were reported in the press. we appreciate everyone's willingness to work with us further, commitment to these projects, which are pretty big milestones for the port. a number of those concerns had to do with the impact of the shoreside power system at pier 27 come offline, as well as the difficulty to analyze the long term development rights as currently drafted, since we are still working on those. the high school academy proposal, which you all have written about, has been presented. there were comments about problems for ferry building and other businesses, if the embarcadero were closed to vehicular traffic. it was a very informative discussion. i believ

the first phase is subject to completion and certification of the final eir for the cruise project and approval of the project by the city. in that case the event authority would demolish pier 27, the entire said, which is shown in the drawing of the existing site and the north part of pier 29. the poor would relocate the short-power system the poor would construct the cruise terminal, commencing in 2012 for temporary use by the port authority, commencing early 2013. this shows phase two, the ship. after the event, the court would build up the remaining building, which includes the customs and border protection and security rooms come install marine of equipment. and complete the improvements on the ground, which is the northeast plaza, a two-acre plaza and the crown prince -- ground transportation area. that is between pier 27 and kurt 29 area. it is an approved, we have an extremely compressed schedule to deliver it in time for the event. in order to meet the date stipulated in the host and venue agreement, the general contractor needs to place the order for steel now because of the

i think the draft eir is quite well prepared. commissioner antonini: thank you. a few things to add on to the fore. -- to before. i think it is really hard to envision, you only show massing, not the design. wherever possible, we hope as this moves forward that it can be somewhat mitigated by the design, particularly on howard street where in visual context, it can address the context of height, even if it is taller, there will be a way to make that portion appear to be not as high as it really is. i think that would be a good thing to do. i was very happy with the historical evaluation in the area. it was originally happy valley, one of the habitable areas south of market before the earthquake. there was a history there later on. 670 howard, apparently is not a historical resource. that is important to note as far as that is concerned. it is pointed out, there were 17 fire stations added in the international style in the 50's. there are plenty of them that still exist if you like that style. there are plenty you can see. we won't be losing anything as

we have submitted the draft staff legal eir eis. i believe yesterday there was a letter submitted by n reiskin supporting the contents of the document. it further enhances the chances of the project getting an expedited review by the ta and further support. a schedule right now for the public draft eir/eis to be circulated in mid-october. we're looking forward to hear public comment at that point. we are preparing in coordination with the mta, materials, for the moment in the report is released, to get comments, and of course, we fully expect to be able to address those in the comment period. we will make a more formal presentation of the findings to the public draft to the authority board and committees during the public circulation period. the other important thing, we met with caltrans. we got the ok on the feasibility on the brt project on van ness. that clears the way of sorting through the final design exception with them. as you recall, van ness avenue is a state group. that is another major milestone. unfortunately, i had to

the draft eir will be out at the end of the month. we anticipate the final adoption and hearings at the planning commission will commence probably at the end of february, given our current schedule. as i mentioned, the transit center district plan builds on the foundations established in the downtown plan in the 1980's, the premise that the downtown should remain combat and walkable, that market street is sort of center -- should remain compact and walkable. really, that the core of downtown is right around the transit center. as such, the plan proposes to modify the development allowances in terms of heights and densities in this area. to further reflect this, i should mention that the downtown plan did assert and establish that the area did immediately establish that the transit center at the time was zoned for the highest heights and greatest in city's downtown, the highest heights being around 550 feet immediately adjacent to the transit center. this plan seeks to enhance the division of the downtown block -- the vision of the dow
