hello, everyone, i'm elaine forbes. it's great to see you here today. we're celebrating a 10-year endeavor, 12 years by some count, that has brought us here today to a historic day to celebrate the work that the city has performed with our partner, the san francisco giants, to bring a new mixed income neighborhood to the waterfront. we've also had the helpful support of many, many people from the community. we all know that the late mayor lee would have enjoyed being here today. he was the biggest supporter of the city. he was an advocate for the project. and i believe there bear, he may have been one of the giants number one fans, so we reflect on mayor lee and his legacy and he would have been proud. this ace project that will help build a water front for everyone and deliver benefits to our residents for years to come. the residents of san francisco and the state will enjoy eight new acres of open space. the rehabilitation of pier 48. thousands of new affordable homes, 40% of which are affordable along our waterfront and much more. the project has cr

the three of us would like to thank elaine forbes the port executive director for the nomination for this award. tom carter has the support of the special projects director and brad benson and the division. i also want to say tom as you noted in the video participated in the shared efforts of gaining and maintaining the support of our site neighbors. we want to thank the doi dogpat association. and it's amazingly functional and i think think paul as the lead architect and leading the landscape group including many people and wanted us to appreciate the construction work of the ddr construction and treaty construction and the design space modular. their work brought this together and it's a beautiful space floating on top of a street for three years and then we'll be removed. i also have to think -- thank mohammad because they partner with us with our resolution on the street. the department of homelessness and supportive house is responsible for the outreach and operations of the program. the project began before the creation of the department and i would like to thank the leadership

>> thank you, elaine forbes from the port of san francisco, we wanted to reiterate something said, it'sabout the learning experience we bring back. i have a staffer who is emergency planner for the port and she deployed to santa rosa and was co-manager of the eoc and two of the things she came back with. one was the i.t. technology and how paper based it was, white boarding and prioritizing without any real computer base and said despite that, everyone was really incredibly good at putting first things first. but it did seem that the technology, maybe mobile technology, hand held apps we could have to avoid a paper-based response is critical. the other thing she reported was the incredible fatigue. just these 20-hour shifts, 15-hour shifts and how absolutely fatigued everyone was in the command post. but despite that, just how excellent the response was managed. so those are the two pieces of learning that i heard from my staff who was deployed. thank you. >> thank you. anyone else? >> just wanted to say from the perspective of the san francisco interfaith council, because communities o

. >> i am elaine forbes, executive director, and under this report today i am just introducing to people the first is deputy city attorney mark blake, and i've had the pleasure to work with mark over the years. really got to know him well when we issued in 2013. he served as disclosure and bond counsel to the city's departments, and mr. blake will be taking you through a training today that is actually required. as you know, we have the ability to issue revenue bonds under our city charter, and in conformance with federal security laws. this last year, you updated your municipal r port, that policy. lawrence brown worked to bring that item to the commission, and part of the items in our 2016 debt policy update was to make conforming changes with federal-state laws, including a new requirement for our finance director to arrange training for you and for our staff on disclosure responsibilities, and that training is in fact what deputy city attorney mark blake will take you to today, and he will be back to give the same training to the important port staff involved in bond issuances. i wil
