i'm elaine forbes, port director. first i'd like to thank you, chairman cohen and members of the committee for having a hearing on this item. i would like to thank director kelley because she has provided a lot of the funding to keep the seawall project going. i'm very proud to represent the port staff and commission in what's really a milestone day for the port as we work together to protect our city by strengthening the embarcadero seawall. i ask that you place a 425 million general obligation bond on the november ballot to support the seawall earthquake safety and disaster prevention program. and if i could please move to the overhead. the seawall, as city administrator kelly said, is unseen, mostly. it's 100 years old and it's served our city and region very well over the last decade, but we now must make significant investment for the seawall to protect the next generation. this bond will strengthen the seawall, to protect the city from earthquake, address flood risk and provide current adaptation for sea level r

i want to recognize the real lady there, elaine forbes. your leadership and expertise kind of blow everybody's mind. we know that you are a very keen and a guru on financial analysis. we know you have tremendous assistance and background coming in. we already know that, but putting this together, it's phenomenal. we had all the original stuff that we needed and the guidance of the one and only mr. rudy 234 othenberg. we were able to keep everybody in line and stay focused to get this, you know, job, you know, done. i wasyes, we understand that te california public utility commission grants all the licensing, and there needs to be some other improvements on the smaller boats, but we believe that having that diversity and given the magnitude of what we need, having everyone participate, we're going to be able to have a tremendous access for water transportation. so i want to put that here. concerning parking, the parking, you're doing a great job do ing that. and yes, there might be a decline, but you need to look farther down the road. righ

elaine forbes is the executive director. they've got a total budget of 174 million, of which 9.8 million is general fund. >> good morning chair cohen, members of the committee. >> supervisor cohen: good morning. >> elaine forbes, executive director of the port. i'm joined by my staff, and we're here of course to present the proposed two-year budget. the port is on a two-year budget cycle as other enterprise departments are. our two-year budget is really geared to support our strategic plan and it do so in a -- in a variety of areas that the port commission and pat a-- port are trying to advantage with our waterfront. first, we are working closely to expand our water system. thew i gng substantially, and as you know, the city needs to increase this. in the area of sustainability as the new director 1.5 years ago, he consolidated the planning and environment -- i consolidated t planning and environment group to continue to excel our sustainability pr inm resiliency. of course we're working on the san francisco seawall earthqua

that was under the guidance of our executive director elaine forbes. megan wallace who's just been stellar. tom carter, i don't know if you're here, but with maintenance, we don't always recognize what goes into ensuring all the upkeep is so solid here, and tom carter has done such an amazing job of overseeing all of that. and then we have manny pacheco who's not here today, but he makes this port really run. we say it, and he just makes it happen. always had a smile on his face, too, every time we saw him. then, we have the executive staff, and actually, i think i go back further with byron rhett than anybody here. the very first governmental role i had was serving with byron on the citizens advisory committee with hunters point shipyard, back before it was a gleam in anybody's eye. byron, the work you've done on the port has just been unsurpassed in excellence. peter daly, as you said earlier, we'll always have shanghai. you better explain that. when we had the -- >> what happens in shanghai stays in shagnhai. >> no as part of the delegation on part
