russ. >> mitchell: elaine quijano, thank you. turning overseas now, u.s. forces are scheduled to be out of iraqi by the end of the month, but a violent attack earlier this week in the heart of baghdad is raising questions about whether iraqi forces will be up to the job of maintaining security. our jim axelrod is in baghdad tonight. jim, good evening. let me ask you, first of all, obviously, this car bomb earlier this week a cause of great concern. even more so now that iraq's prime minister maliki believes it was an attempt to his life. what can you tell bus that? >> reporter: russ, this is actually the third version of an explanation for the car bomb. frankly, we don't know which, if any to believe. but whatever the reason, the car bomb is especially alarming because of where it happened. the green zone, that four-square-mile area where the u.s. embassy is located. for years it's been thought of as the safest part of the city. the fact that somebody could actually get a car bomb inside the green zone and detonate it cast doubt on the ability of the iraqi

we rushed elaine quijano to blacksburg, virginia, and she is there tonight. e rain? >> reporter: scott, officials here are in mourning tonight. this is the first time a virginia tech campus police officer has been killed in the line of duty. virginia tech's campus was on lockdown and high alert for more than four hours. swat teams and heavily armed police swept into campus buildings and ordered students to stay indoors. >> do not leave this room until you're told? do you understand? >> yes, sir. >> reporter: it started when a gunman approached a campus police officer conducting a traffic stop. witnesses say the gunman immediately fled. freshman juliette fielding saw what happened next. >> then the police pulled up and his car door and when they opened it he just fell out towards the ground and i could see his face and it was covered in blood. i don't know if the blood was coming from his head or face exactly. and then they immediately started reviving him. >> reporter: police found another wounded person nearby. that person, who later died, is believed to be the gunm

but elaine quijano tells us it was just one deadly crash that really got the attention of the safety board. >> reporter: the n.t.s.b. has been investigating distracted driving for ten years, but it was this deadly crash last year in missouri that finally pushed the board to make today's recommendation investigators say a 19-year-old driving a pickup truck exchanged 11 text messages in the 11 minutes before hitting another vehicle. he and a 15-year-old were killed. 38 others were hurt in the chain reaction collision that follow followed. debbie hersman is the n.t.s.b. chairman. >> it's about changing attitudes and changing the level of acceptance. >> reporter: rules and enforcement to stop distracted driving vary widely. 35 states currently ban all drivers from text messaging. just nine states ban the use of hand-held cell phones. >> no text, no tweet, and no post is worth a human life. >> reporter: some places, like somerset county, new jersey, have made distracted driving a top priority. >> there's a warning program in somerset county for distracted driving. >> reporter: distracted
