stephanie elam joins us from los angeles.e mayor there saying potentially not just sports events, but large gatherings, not allowed until next year. is that hard and fast? do they plan to toggle this up, toggle it down? >> it is not hard and fast, but it is making it very good case as to why that could be, jim and poppy. just looking at the fact this was the first state to go into a stay at home order, we saw that shutdown here in los angeles as well coming in very early, but still the last two days we have had the highest number of deaths to covid-19 and the peak is still ahead of us. because of that, they're taking big precautions. listen to mayor garcetti explain why this is of concern. >> here in los angeles we might have 5%, 10% of people who have come down with covid-19 by the fall. that means that 95%, 90% of us still could get that and it still could spread rapidly. so nothing i've heard would indicate that we would be in those large thousands of people gathering anytime soon and probably not for the rest of this year

. >> stephanie elam joins us now from los angeles. stephanie, tell us what more you're learning. because there has been some discussion of this for some time, when and how, and the governor is not completely opposed to relaxing these things. has he set a timeline, standards? >> reporter: well, it is a four-phased plan. that's the way to put it, jim and poppy, of looking at how they want to get the state back to that ideal of being open again. and so right now we are in the first phase, which is really about making sure that the essential workplaces are safe, that the ppe, those protective equipment, are there for the people who have to go to work right now. that's where we are now. but based on the data, where we're starting to see stabilization in the number of cases and also in the number of lives lost to covid-19, he is saying this is now just weeks away to moving to stage two. these are some of the key indicators that they're looking at, being able to handle the surge capacity and so forth. in stage two, that's where you start seeing day cares opening back up, modified school

cnn's stephanie elam is live for us in los angeles right now. it's a four-part plan for reopening.t is life going to look like? when is the change going to come for californians, stephanie? >> reporter: well, john, it may look a bit like the '70s here for a while because haircuts are not until phase three, and he says that is months away. but to look at the four phases, he says we're in the first phase right now, which is making sure that the workforce with essential jobs, that their workplaces are as safe as possible with the ppe and the cleaning procedures. he says this is the time, though, that businesses need to start preparing for phase two, which he says is just weeks away, and that's where we could see some of the daycares opening up, some school programs coming back, some nonessential jobs like manufacturing coming back online, maybe some curbside retail businesses as well. and then, months away, not weeks away, phase three, which is personal care, like gyms and salons. and then after that, phase four, and that is when they're saying, basically, there needs to be herd immun

. >> stephanie elam joins us again from santa monica.etty upset at those images and now he's just saying no more, not trusting you guys with this. >> well, yeah, and he has reason to make this call. what we have seen over the weekend, we had a heat wave here, you saw people flocking to the beaches in ventura and orange county, and the newport beach, the city council there voting earlier this week to go ahead and keep their beaches open, just saying they would enforce those distancing guidelines more strictly. however, now the governor is going to come out, we expect him to say it today, saying he is just going to close all of the beaches. they're saying about 100 of the beaches they were looking at in california, 5% drew large crowds over the weekend. we know this because a memo was sent to the police departments across the state to give them time to prepare to institute this. as the governor has said, the virus does not take weekends off, and the other thing he's really concerned about is we're starting to see a flattening here in calif

stephanie elam is in california. one of the most cautious approaches to opening back up. stephanie, what will it took like there? >> reporter: well, for one thing we did see last week where the temperature soared and people flocked to the few beaches that were open. that would be in ventura county and orange county. because of that the governor of not at all thrilled here. governor gavin newsom said that's not just what we want to do because these viruses don't take the weekends off. we're expecting to hear from him shortly announcing he's going to order all beaches up and down the state to be closed for the foreseeable future. now we just know in newport beach that city council in orange county had voted to keep their beaches open but with stricter enforcement of those distancing guidelines. so one. executive from orange county saying this is an overreaction. also san diego which opened up their beaches saying their people have done a good job of following the rules so they are not happy about this. they say it sends the wrong message. we do a memo was sent out to police

stephanie elam is in los angeles with this. stephanie, the cdc, of course, has not yet changed its guidance on masks in the general public. how is mayor garcetti explaining his thinking here? >> kate, when you take a look at this, the way california has not reacted has not been waiting for the federal government or the cdc to say what to do. this was the first state in the nation to go into a stay-at-home order. los angeles has been living like that in the state for about two weeks. now the mayor of los angeles, mayor garcetti, saying people should look for something to cover their face when they make those runs to the grocery store, to the pharmacy. take a look at what the mayor had to say. >> we are now recommending that angeleno's use homemade face coverings when they are in public and when interacting with others. to be clear, you should still stay at home. this isn't an excuse to suddenly all go out. you need to stay at home. but when you have to go out, we are recommending that we use non-medical grade masks or facial cov

we get more from stephanie elam. >> reporter: i'm standing in what is now known as the los angeles surgeospital. this critical care unit here in the heart of los angeles is going to start taking on patients that are coronavirus positive. this is not going to be a normal hospital in that it won't have an e.r., these will be patients transferred from other hospitals and then brought here to treat them solely for coronavirus. you can see that they have their ventilators set up and they have these rooms, some of them are private, some are not because these are people who are all fighting the same battle. this is one of the 11 hospitals opening throughout the state of california before the expected peak. what we've seen in a lot of these hospitals is setting up of negative pressure rooms. this is a place where we know the virus cannot get out. and this could be a place where they would put patients who really are in the biggest fight for their lives. one of the things that they are able to do is treat those patients together and that means setting up beds to cohort them because they are all s

stephanie elam is with us. we were talking to you just yesterday and showing that video of very crowded beaches, like huntington beach and new port that really upset the governor for safety reasons. now he's closing them? >> reporter: yeah, he was very clear about this. this is not really a shock here at this point, poppy. governor gavin newsom was not thrilled to see all of the beachgoers, thousands of them, that were flocking to the beach as we hit a heat wave here in southern california. we saw in ventura county and also orange county where they were allowed to go to beaches that thousands of people turned out. just as recently as tuesday one city council, new port city beach council, voting to keep their beaches open, saying they would enforce strict isolation guidelines. the governor is supposed to mention this today, what his plan is, we know a memo was sent out to the police agencies up and down state, to tell them to prepare for this guideline of keeping the beaches closed because as the governor has sa
