congresswoman eleanor holmes norton was an outspoken critic of the legislation calling it an attack onhe right protected by roe v. wade. and an attack on d.c.'s home rule. and she joins us now live from capitol hill with her reaction. good morning to you. >> good morning. >> tell me how you're feeling today. >> i tell you, it was hand-to- hand combat from the introduction of the bill in the hearing when they refused my request to even testify on a bill that affected only d.c. residents so in the end the victory was very, very sweet. they fell 30 votes short of what they needed to pass this bill. we in the district feel like this was a victory for home rule. it was certainly a victory for women in the district. and it was a victory for physicians in the district. but this bill had nationwide implications. the d.c. label on the bill didn't fool anybody. and we had lots of allies. planned parenthood, naral pro- choice america, women's groups who all over america had this bill front and center. in the end pro-choice america won for d.c. and we won for the woman who would have been affected

even eleanor holmes norton the d.c. delegate is strongly in favor of this. said i don't have many illusions how likely this is to pass. >> with so much opposition -- and every time this comes up, it seems to get kicked down -- why does representative darrell issa bring this up once again? >> that is a good question. >> darrell issa. last month the republican from california very powerful chairman of the house oversight committee which has ultimate responsibility, you know, as a committee for the district's affairs, he mentioned during a hearing that he thought we should look at this again and he wants to have hearings about this. i think he basically said that because nat ghandi the chief financial officer of the district was testifying and kept talking about this structural deficit that the district suffers because it can't levy a commuter tax and also, incidentally -- not coincidentally, because the district can't tax -- can't levy property taxes on all of the federal properties or embassies inside this area. so that leaves a big gap in its property taxes,
