eleanor holmes norton is washington the congressional delegate. we know about the washington parking tickets. there's a ticket that gets written for marijuana possession? what is the thrust behind decriminalizing at least possession? >> well, actually, d.c. is pretty late. 18 states decriminalized before the district did. and d.c. was thrust into it by something a little different. two studies by very reputable organizations found that in this very progressive ton, even though blacks and whites in our city as in the rest of the country use marijuana at the same rates, nu90% of the arrest were african-americans. you take a black kid who has a, quote, drug arrest, he's read out of the workforce for the refts of his life. they immediately acted on this. all over the united states for reasons having to do with changes that are occurring everywhere. we see the decriminalization, even the legalization of marijuana. >> it's actually eight times as likely that an african-american will be arrested for marijuana possession. >> in this town. >> in this town,

joining me now congresswoman eleanor holmes norton.ong time civil rights and fi feminist leader. thank you for being with us. >> of course. >> i like your thoughts on you've been involved in civil rights for so many years. do you see what is happening in ferguson as being part of that or do you see this as a different reality that we're dealing with in the country? >> really different reality. for example, there were no social media in the '60s and '70s when there were rebellions and riots. you have social media used by peaceful protesters and the provok or its. so people on the ground officials like the governor and the city mayor and county executive are having to contend with several different crowds. there are several fergusons here. there are the suburban, black community. this is a lower middle to middle class community that moved into their version of the suburbs and they're the majority. yes, they have among them some poor people. then there are the jobless among them. particularly the young men who are easy enough to coalesce

eleanor holmes norton introduced legislation with republican from virginia to establish civil war defenses from washington historical national park and have it under its own superintendent and hopefully own staff and be able to do the things we would like to see done. i'm going to give you quickly fort stevens, historical photos. you can see they are an amazing place. a few other slides you can see, too, all this farmland around it. some houses. many of them got hit by the shells and burnt. reconstructed much of fort stevens. you can get the flavor of what it was like back then. it's well worth a visit. cannons, a magazine. the boulder. sorry i didn't get a picture of the boulder. it's there, too. it's also important in african-american history then and now. it was the earliest black settlement in d.c. this woman, elizabeth thomas, she was a free african-american, owned 11 acres. i think back then women didn't tend to own land at all. free black woman was really unusual. her land was taken for fort stevens. just down from fort stevens is this land right here. goes right up behind the trees
