you don't want the electricity. i was visiting a project we supported in recovery act funds in houston, texas. it powers this collection of medical centers that is about the 12th largest city in the united states, just the medical centers. everything's big in texas. and anyway, what they had is they had a very efficient gas generator, but single cycle. they had high temperature processed heat that could be used for heating or air conditioning. now, the beauty of what they did is they took that processed heat and they used it. you can actually use heat to cool. and so they used it to chill water. and they restore this cold water in this big tank right there. and they found that it took about -- less than 10% of the energy, even on a hot houston summer day, to keep that tank cold. and so they would run it so that that would balance. it's like a big battery. it's a battery of heat that they would use to air condition their complex. okay? so it was very cost-effective. so they were operating this plant at 80% efficiency

why they are saying there are electrical inspectors is because they will work out of the electrical division and will not work out of the over-the- counter fifth floor division. they will be assigned upstairs, just as the engineers are assigned upstairs and the clerks are assigned upstairs. the clerks we are getting will be trained on the first floor and will be available for the fifth floor if the fifth floor does not have enough clerks to service the public that is coming in. same thing with the engineers and the electrical inspectors. the problem being now we have to check plans for solar. we have to check the mechanical plans and the gray water for the plumbing. everything that has been put in the codes, they have been planned checking on the third floor right now without any revenue. that is why they are going up to the fifth floor, and we are going to track it. if we find that it is not if we find that it is not speeding up the process as it is

there were electrical code violations. there was exposed electrical power. power demand exceeded circuit capacity because of the wiring. i think this was a high-tech incubator, assembly. it was a very creative occupancy. they were doing creative things in order to be there. the electrical code violations included electrical panels that had exposed supply. the panels did not have the panel covers. the doors were not attached. it was a life-safety hazard in many different ways. part of our project, now we're getting into the code complete occupancy studies. the work we've done since september, we had to open up existing construction to validate the construction to see if things complied or not. we identified locations that we wanted to have opened up. port maintenance people went in there and exposed the existing construction so we could record high it was built and what we found. we looked at wall and floor assembly and construction and assembly. >> some things we found we open up the wall assembly validated the concern to have the building closed. areas wher
