so elevators. there has really been a lot of good activity surrounding elevator access and i want to give the mayor's disability council some of the really good credit about those conversations because the hearings you have devoted over the last two years and your housing resolution really helped to raise awareness about the critical role that an elevator access plays in keeping our existing accessible affordable housing functional. and as we have heard in testimony both here and in other places elevator access has been especially challenging in older buildings, including the housing authority properties. and also the single-room occupancy hotel rooms. and of course, what happens is when these older buildings go out of service, for maintenance and for repairs, then residents lose the ability to get in or out of their homes, sometimes for hours, sometimes for days, sometimes for even longer. so i really want to acknowledge the amazing work that the council has done about this issue, but also our adv

so our job here is to make a dual-door elevator that serves both buildings and get the other two elevators back in good service. the elevators were beyond their functional life span. we hope to have this project completed within next fiscal year, 2015 before christmas. very critical to get that job done. another project that is the last of our clinics to add an elevator in is maxine hall. there have been over nine that our office has put money in. there are 12 different clinics in the system throughout the city and one of the things, -- many of these projects are partnerships with the department of public health and in some we have paid for the entire project to get through the front door, get to the check-in desk, the public restrooms, get through to the back clinical areas, the restroom and examine room and drinking fountains and exam room in each functional area, whether it's dental, medical or prenatal. we did one very smart thing, adding an elevator in all the two-story buildings. the second floors used to be occupied by storage. so we're very proud of that program. and i did mention

and in most of those, they are reached by transfer tiers, elevated play elements. and now the standard, because it's written by adults, doesn't really want to get into designing play and doesn't want to get into designing play elements, and we can design the mechanical elements and those who know how to design play, design those. so in this particular photograph, this is again at glen canyon park. where you can see it's a set of stairs, with a handrail. leading up into this wooden play structure. but off to the right-hand side is the actually transfer tier, where a child can transfer out of chair, onto a raised deck, and there are hand grips. so that there are things to hang on to while you are doing that functional transfer. however, you are trained or however you learned to do the transfer. and then the steps are a certain height or within a range. so that you can kind of butt-bump into the play structure to play with your siblings. i call it the butt-bump. last month in my directors report i talked about the on going issue of elevator maintenance andel elevator failures make it difficult. this has been an issue that has been identified by this council as well as advocates especially senior and disability action. under supervisor kim's leadership, the land use and economic development committee held a hearing on elevator and disability access in single occupancy hotels, their investigation by the department of building inspection and health department and by me and also the disability action. what came out of this hearing was a commitment to the city's budget propose by supervisor kim and supported by our mayor to set aside $250,000 for revolving loan fund and this fund will be available to sro property owners that can take out a loan, fix their elevator and payoff the loan and tap that fund. this is a very important first step to address the needs on the private side on privately owned buildings and this is in conjunction with the mayor's upgrade for the housing properties. i think our policy makers have heard your advocacy and they are taki

stepped up to ensure that we are going to fully refund all of our capital improvements, including elevator repair in our public housing. but, of course, we have a huge swath of privately owned properties, primarily office buildings that were built really over 100 years ago starting in 1906 after the earthquake and we have many seniors and many disabled residents that live in that building -- in those buildings as well, and they have failing elevators. what makes it challenging is the city doesn't own these plots so we can't just up and come in and fix those elevators, but yet we have seniors and individuals with disabilities stranded in their apartments and can't leave because they have no way of going back up the stairs when the elevator is not working. and, so, glad to see there is a $250,000 revolving loan fund we can administer with the property owners. it is just a beginning, a very small start, but look forward to the continuing discussion with the stakeholders group that the department of building inspection has convened and hope that we can continue to make headway in this issue wh
