that's a long time to do investigations but he's saying, no, it's not. >> no, i agree with elijah that two years goes very fast and so we have to really work hard to re-establish congress's credibility because the republicans have absolutely seen, heard, and spoke no evil when it kams to the trump administration and have done virtually no oversight. >> emoluments clause, what do you want to see done on that front? what is the big thing you want to investigate there? >> well, that's a great example of one of the subpoenas because it involves the trump hotel and other trump properties where foreign governments are clearly trying to seek favor by having events at the trump hotel downtown washington and other -- other trump properties like mar-a-lago and his golf course in new jersey. but also there is a potential conflict here because trump personally got involved in pulling back a request for proposals for new fbi headquarters now located at pennsylvania avenue. he has a direct conflict if that property is redeveloped as a commercial property and the fbi is moved to a more campus setting

at the basic level, elijah cummings has been making requests to get subpoenas issued. now he has the gavel. they will be able to ask for some of these documents. they will be able to get them. they will be able to subpoena people deep within the agencies who have been involved in some of the decisions like on family separation for instance, on security clearances. >> just so our viewers understand, the power now that this committee will have led by democrats on the president's tax returns. >> there is a provision in the law that allows the house weighs and means committee to ask for the president's tax returns. it has never been tested. you can bet that democrats will go after that given all of the questions that have risen. this is the first president in modern history who has not provided the tax returns for the public to see. that is a power that the democrats have and will try to use. there are lots of issues that they will try to put focus on and issue subpoenas on. their biggest problem i think is trying to figure out which of these they really want to focus on.

so the man expected to lead your committee, elijah cummings, we saw him there, he's been focusing inon those push money payments, right, and he's been doing so for months. is that going to be the first issue your committee tackles? >> well, he'll be the incoming chairman. if that's what he wants to tackle, that will be the first issue we tackle. but i do think that we have to step back a little bit. democrats will use subpoenas as a tool for investigation, but it will be a last resort tool. we're not going to go subpoena crazy the way burton did in the bill clinton years. he issued a thousand subpoenas and that debased the committee. we're not going to do that. we're going to restore the committee's credibility and use this as a tool as it was designed to be. >> to that effect, the former house speaker, newt gingrich, said don't get ahead of yourselves, guys. you're referring to 1,000 subpoenas. when bill clinton was president, he said that it back fired. he had a warning specifically for the democrats like yourself. here's what he said. >> if all you do is end up in investigations,
