bernie sanders is stumping in new hampshire while elizabeth warren continues her swing in iowa. warren has earned the title of the policy candidate. and seems to be setting the pace across the field. but is it working on iowa voters? how much weight do they place on policy? nbc road warrior ali vitali has been on the trail for us with warren all weekend long, despite the fact it is a holiday, because that's just what ali vitali does and checking in with voters along the way. she's joining me now. hi, happy memorial day. thanks for joining us on this. what do voters there tell you with regards to elizabeth warren? how important is it that she's laying out policy issues the way that she is? >> reporter: yeah, yasmin, over the course of the past three days, as we've been following elizabeth warren, but also several other candidates who have been out here in the hawkeye state, i've talked to over a dozen voters that if they care about the substance that voters talk about on the campaign trail, and if that's something they need to hear more of as they make their decision. and i think

what do you think of elizabeth warren's plans to try and undue some of this damage? >> i applaud the senator for coming up with a bold vision to address some of america's basically racist past. we would have to consider safeguards with any program that targets neighborhoods so that we don't have unintended consequences of those with capital being able to take advantage of neighborhoods and go in and benefit from the program. so with those safeguards in mind, elizabeth warren is considering our current legal infrastructure that limits our ability to use race directly and using proxies like neighborhood to really redress our past. of course our current infrastructure is not in perpetuity. we can have race-based policies but in the interim, let's be race conscious. when we did the new deal policy, we distributed them in a certain way that excluded black individuals from benefitting from those asset-enhancing programs. now we can be race conscious and universal to ensure that no one is left behind, that we use targets that make sure that we include blacks, women, et cete

back to elizabeth warren, nia-malika, she's been rising in the polls up to 15% in one.moves up she outpaces, for instance, a bernie sanders as a likely number two. i wonder what her rise means for sanders since both of them occupy this space in the progressive wing of the party but also for joe biden as a credible challenger to him. >> i think it's right and it's been something that was a surprise to see sanders' numbers decline. i was with sanders earlier this week talking to former supporters and, listen, they are shoppers at this point. they were die hard sanders folks in 2016 and now they feel like there are other people who sort of embody the revolutionary spirit, the revolutionary policy that he outlined in 2016. so that's why i think you see warren doing much better. she's sort of a better version of sanders in some ways because she has so many policy prescriptions. and even if you go back to 2016 elizabeth warren was sort of bernie sanders before bernie sanders. she was the one who was going viral, she was the one who progressives really wanted to draft in 2016.

what are the calculations for w squarely competing with the same set of voters as elizabeth warren didany people thought he came out on top. why make this completely different call? >> that's right. i think that's a perfect example. i think senator warren is trying to differentiate herself from sanders. the two have a lot of similar voting support that they are locking for. but this gives senator warren a chance to say i'm more of a team player, i'm more of a democrat than sanders, who has been criticized in the past as an independent and he's been criticized for going outside of the democratic party. so i think warren there is trying to make that point. but it's also on brand for her. senator warren likes to come across as a fighter. some of the democrats in this field are trying to carve out a niche as being uniters. she wants to say, hey, i'm going to fight. she has a lot of skepticism toward large companies. and a willingness to call them out by name. there are some primary voters in particular who are hungry for that. so there are some reasons for her to do it. the other thing i w
