elspeth gilmore, resources generation. >> absolutely. i want to say that the way occupy has shifted the debate has been huge. we are at a moment when the folks in this room, the people i works with, and the staffers, had a chance to move that moment forward and figure out how to capitalize on that. >> thank you. i think it is significant for anybody to bring something to the forefront because it is never easy. rebecca, you have been working a lot on the history of tax policy. i realize that this very moment there are people across america who are thinking, i wonder what is on some other channel? i would like you to give us a sense of how important understanding where we came from is to understanding where this debate is today. >> i will run through this quickly. we are coming up on the hundred anniversary of the 16th amendment. that is next february. >> the 16th amendment? >> of course, it allowed the government to put in place the income tax. a big moment in our nation's history. i will go back before that to begin with. we had a federa
