with ed henry at the white house, mike emanuel on how house republicsans are meeting, donald trump talking up the fear factor. question question, are we really any closer to a deal? first to ed henry at the white house. >> reporter: i think we are closer to a deal because when the president delays a meeting with congressional leaders, normally you say there's a snag. these talks are falling apart. instead when you're at the 11th hour and the president delays the meeting that was supposed to start an hour ago, that suggests it's because the senate leaders in both parties are making enough progress that the president wants to, number one, stay out of the way. number two he wants to keep to this dance he has had in public about how he doesn't want to negotiate over default. but still on the sidelines he wants to at least have a conversation, whether you call it a negotiation or not to push this along. but finally, the president is going to want to announce some sort of a deal when all i said and done and the last thing he wants to do is pull the plug on this before at it ripe. the bottom line

zeke emanuel, former white house adviser on health care policy, former chair -- chair of health ethics and policy at the university of pennsylvania. thanks for being here. >> thanks for having me again. >> why is it important from your perspective that states do expand medicaid to cover more people? >> so, there is the health reason, which is this is the poorest people in the country that are being excluded. they're people who earn under 138% of the federal poverty line, roughly for a family of four about $27,000, $28,000. so, they're poor. they need health care just like everyone else, and they're being excluded, and they're typically working people. they work already, but their jobs either don't have health insurance or don't pay enough so that they can purchase it. and medicaid has been the solution for that problem. >> what is striking because of that, because of the people who we're talking about being most affected, who are in most need being affected by this campaign is to have these incredibly, incredibly rich guys -- >> who inherited their money, by the way, did not earn it. >

obviously emanuel helped democrats retake the house of representatives in 2006, but realistically what are the chances they can do it again? >> it's going to be tough. redistricting and the gerrymandering process has made it very difficult to win some of these seats. that being said, the people in some of these seats and even though they're in a declining number, look at what the republicans did. look at what ted cruz does and says. look at ken cuccinelli in virginia says. these republicans are just so out of touch with mainstream american values and what we want government and our political leaders to do that he alienates voters. so i think it's definite low a chance. here's -- at the end of the day, here's how simple it is. ted cruz will continue to go out there and become his own weapon of mass destruction. he's going to go out there and make as much noise as he can to rally his conservative base. that is all he is interested in. whether it's to win iowa, whether it is to make a statement. at the end of the day that is what he's focused on. if he does that, every time he does, it he
