rahm emanuel, this is, of course, a six-month anniversary of a very tragic date. six months ago in newtown, of course, 20 young children were killed in newtown, connecticut, while they were in first grade. you have been suffering through this sort of violence in chicago for some time. but good news on that front. over the past six months. tell us about it. >> well, first of all, it's a comprehensive strategy not different from what we took a page out of 1994 crime bill, whi which is about putting more police on the streets and getting kids, guns and drugs off the street. we've had a saturation strategy with police. we've put 18,000 kids into after-school programs and summer jobs, activities and what we call windy city hoops. we've -- >> by the way, mr. mayor, we're showing a full screen right now that shows chicago homicides down 34% over the past year. go ahead, i'm sorry. >> actually, as of this morning, they're down 80 fewer homicides. the most important thing is what i call the four ps that associate with what the president just talked about. one is policing.

>> guest: i raised it directly with rahm emanuel and i said the president has to take ownership of this war and i think on probably a few occasions i mentioned to the president that he ought to go say more about why it is important to do is this but the interesting thing is once he made this difficult decision in november of 2009 where he overrode the political recommendations of his vice president and all his political advisers, to approve the surge, there never was other than the initial speech at west point on december 1st, there was really not any kind of a white house effort over the ensuing months for there to be any kind of campaign with the american public to tell them why those decisions were important and why this cause was important. >> one last question. you mention in the book that you urged senior white house staff not to leak information about the raid to kill osama bin laden and the information leaked out within five hours, who leaked that information? >> i like to tell people the department of defense wrote the book on leaking. i'm not trying to pretend the defense depa

chief congressional correspondent mike emanuel live on capitol hill. mike, who are some of the other winners? >> well, gretchen, it is a massive, more than 1500 pages. folks working on immigration will certainly be benefiting from this deal, $10.6 border security, $2.8 detention. $114 million for e verify to change status. 1% for military personnel. u.s. postal service allow saturday mail service to continue. house appropriator calls it overall a good deal. >> this the first year in a row we reduced discretionary spending, lower than what the original ryan budget was, above sequestration levels but reduces spending from last year. i think that's what our conference was asked to do. >> another winner is weather forecasting. noaa gets $5.3 billion. we'll see if that improves the five-day forecast. >> there has to be losers. >> organizations, people working on particular projects that will be disappointed. obama care, no new money to help implementation. a cut of a $1 billion fund they think could help implementation. the district of columbia, $673 millio

chief congressional correspondent mike emanuel live on capitol hill with more.on this strugglesome. >> reporter: well, gregg, we heard from harry reid a new moments ago, and he has resisted the attempts by republicans to pay for a three month extension. he says if lawmakers are going to insist on paying for it, it should be a full year extension, so he's pushing his senate colleagues on the republican side to come forward with pay-for suggestions that would cover a full year of long-term unemployment benefits. this comes as white house senior adviser dan pfeiffer floated an idea in "usa today" saying pass a three month extension now, and president obama will sit down and negotiate a full one-year extension considering the lack of trust between some in congress and the white house, i'm not sure that will fly, but we should hear from speaker john boehner about that idea later this morning, gregg. gregg: you know, mike, if they don't pay for it, if there's no offset here for the cost, will it pass? >> reporter: it does not appear that it will. of course, there were

mayor and you know the judge did leave open a window for the city to appeal the case and mayor rahm emanuel has already hinted that you know that city will probably do so are there any other options you would consider that would be more you know you would consider more fair i guess to regulate the sale of firearms. well look i think again the issue and i agree with you i think this will be appealed and i think that the judge left it open to appeal again that's concerning to me because of the fact that the judge really pointed to the numbers here and said hey if chicago had essentially seen fewer gun deaths as a result of these laws we keep them in place that's what it sounded like to me as i read what the judge essential he wrote there and if that's the case then you're leaving it open to appeal essentially saying prove to me that this is working and it should stay if it's unconstitutional it's unconstitutional and that's really the point here. you know what are the steps that chicago can take in order to restrict this those are really good questions and again it gets down more into the i t
