this has to do with an already constricted area along the waterfront, including along the embarcadero. while we incurred purging bikes and pedestrians, that we can do so in a safe manner. we are looking at a number of different locations for restricting automobile access, including potentially enclosures on the northbound embarcadero. also, in the northern waterfront areas from keeping too many cars to where they cannot get out of in a quest for an ever-elusive parking spot. that is an engagement challenge, making sure that we set up those restrictions in a way that makes sense for all those who need to use those areas but also enhances the events themselves. with that, this is the last slide, identifying some of our locations online. we continue to take public comment through may. but as i mentioned, it will be and interest process. we will try to get as much, and as we can. with that, happy to answer any questions. >> thank you. is there any public comment on this item? >> thank you for a thorough briefing. in terms, from the city's perspective -- i have a couple observations. and i

one of the issues has to do with the embarcadero. there is a broad feeling that we have done a good job, but that the west side is an important potential way for the public to appreciate the they, and that it does not match the standard of hurricane way and this side of the street. i think it is something that we all know and have seen in our own planning processes. with regard to historic rehabilitation and public benefits, i touched on this a little bit before. i think people appreciated the fact that the special area plan prompted the port to nominate the embarcadero historic district to the register of historic places. that was one of the requirements of the special area plan. they do not always view the port as being as committed to historic preservation as some of our stakeholders would like us to be. one of the issues we talked about along this line is that pier 23, in the special area plan half of it, is supposed to be removed. when you do a major project at the pier 27 through 31 location. pier 23, as part of that historic d

the travel time from west portal to embarcadero at 35 miles per hour is 18 minutes. if you raise the speed limit tom 5, 15 miles per hour, you would get nearly a minute reduction in travel time. so that is why -- minimal travel time benefits. that's what we mean. on a base of 18 minutes -- less than a minute. so what are we thinking at this point? where do we stand in terms of the recommendation? this is the appropriate speed given the chance we're ompting under. -- operating under. we should move forward which were replacing the rail starting with -- some of the rail in the castro curve. you may remember that we lowered the speed to 15 miles per hour. in february we're scheduled to be working in that rail in the next 30 to 45 days. >> we're looking to replace the system. and we will continue to look of how to continue to do the kinds of things we talked about with our other activities focusing on techniques and looking at stop signs and street configurations. but at this point our recommendation is that the -- it would be the right thick to do to main tange -- thing

as you move north, you come to the southern pacific building or the embarcadero centers or the trans america towers. there, the rock is 40, 60 feet deep. but the decision was made that we need parking. so they elected to dig down to the dents supporting soil and build a foundation on the dance material below the bay mud. so that is a rock site, rock expedite -- rock excavation.

on the maps, northbound 880 approaching 5th and embarcadero.e have taken several calls from the kcbs phone force including pat, letting us know that traffic is beginning to stack up. sounds like traffic is only getting by in the two right lanes as you head up towards downtown oakland. one of those cars hit some kind of container filled with liquid so again we are hearing that traffic is stacked up about a quarter mile and growing. we have a camera, the closest camera near the coliseum and so far traffic is moving fine past hegenberger but again, once you get closer towards 5th, embarcadero, that's when we are hearing that there are delays. also, mass transit note. if you use the alameda harbor bay ferry, mechanical issues and right now there is no service for the alameda harbor bay ferry. everything else bart, ace, muni metro, caltrain, everything on mass transit is on time. south bay no problems here, as well. everything is nice and quiet out of downtown san jose in the northbound lanes of 280. and a quick check of the ride out of the altamont
