after two big firesn emeryville.years have gone by and still no arrests after two big fires in emeryville at an apartment complex under construction. flames tore through the development on san pablo avenue, the first one in 2016. then a year later, in 2017, flames ripped through the same development, still under construction. in the latest fire, surveillance video, you can see it there, captured that person there. investigators believe that person to be the arsonist. a 25 thousand dollars reward is being offered to anyone with information. >>> a health care for an east bay community this morning. shell says a small fire broke out at around 3:30 this morning at a compressor at the martinez oil refinery. this is a shell refinery. crews quickly knocked down the flames but the incident prompted a warning for people living nearby because of potential for irritants in the air. the advisory was lifted just before 8:00 a.m. >>> new restrictions today on one of san francisco's busiest streets. you can no longer turn left off
