with that, like to invite up deputy director emily cohen from hsh. >> good morning. thank you very much interest having me. emily, deputy director department of homelessness and supportive housing and before i jump into the brief slide presentation i want to thank members of the civil grand jury. i greatly so agree with everything that you said and appreciate the process that you went through with us as you are developing the report and this strs my heart so excited to be here and continue the conversation with you all about performance management and contracting within the work we do. in large part, hsh is in complete agreement with findings and approving contract monitoring and performance monitoring which we differentiate slightly is really at the heart of the reform that our department is undertaking under executive director mcfadden. as we came out with the new strategic plan earlier this year, there was a large system expansion included in that plan to meet the needs of our unhoused neighbors and that cannot be dismissed. we need more. we need more beds, we need

the meets the right by emily cohen. so i guess you could say that that isn't anything new in society. we go back all the way to some of our earlier tax. you find this discussion of debt. so there's a concept called shanita, and what you need to is, is a land rest. it's this idea that for 6 years you plant grain, your plant, your, your crops to harvest them as you normally would. and then in the 7th year, you don't plant anything. it's a time where the land is supposed to get a chance to reset. and as part of that process as part of that reset, there's also remission of debt. so there's this idea that any debt that you have that you've taken on during the 6 years leading up to this me tire is released in the 7th year. it is unlikely that this, that remission was ever implemented to the latter. but the i deal of this, the ideal of saying that people sometimes will be in debt, that there will be people who are in need and that ultimately, that can't be something that continues forever. i think that that ideal is something

emily cohen department of homelessness and supportive housing. happy to be here today to present on accept and expend resolution that support grant funding for the department of homelessness and supportive housing participation in the cal aim program through the san francisco health plan. this is a great example of our city continued efforts to leverage resources from a variety of sources to support people experiencing homelessness and services for them. the resolution before you today authorizing the department of public health to accept and expend a grant in the amount of $341 thousand from the san francisco health plan for participation in a program called sfdph and hsh consulting. upon approval dph will accept the grant funds and work order to hsh because we do not have a direct financial relationship at the sf health plan. these funds will support consulting services to the department of homelessness and supportive housing to help us build the infrastructure and security needs required to participate in medi-cal for both hsh and our provider
