my name is emily cohen. i'm deputy director for communications and legislative affairs at the department of homelessness and supportive housing. and i want to start by thanking supervisor ronen for convening such a collaborative process to develop this ordinance. and it's been great to work on and thank you for hearing hearing us. do you want to start with an overview of the rapid rehousing program? rapid rehousing is a program that's been administered in san francisco for many years now and it is a time limited rental subsidy for adults, youth and families experiencing homelessness. that also includes wraparound support services. hsh currently operates over 1500 slots of rapid rehousing for adults, families and young adults, with 470 slots specifically for families with children. and that's the subset of the program that we're going to be focused on today. our rapid rehousing program has a 70% success rate, meaning that at the end of the program, 70% of all participants exit to permanent housing solutions.

emily cohen again it's an honor to be here today and i'm going to be sharing shah raoen's director's report which will cover some of the data points and programmatic points. we additionally tried to incorporate answers to many of the questions we received last month from commissioners into the presentation. i want to start with some exciting news on the staffing front. we are very excited to announce that we have hired lisa as the new director of shelter and out reach at shs, lisa has been with the team for many years and has been an acting role for several months and we were thrilled that she was willing to take this on permanently. she is a clinician, she is worked with the homeless out reach team, she was a medical social worker with the department of disability and aging services and she has a career really centered on the lives of people experiencing homelessness behavioral health crisis and has always championed their best interest and needs within the city bureaucracy and it's a real honor to have her take this leadership role and we're excited for what she will achieve as par

. >> again, emily cohen, i have a very short presentation and i want to give the commissioner a littlehe civil grant jury issued a report contracting for better outcomes in homeless services. and this is one of their many investigations and looks into homelessness. and with any civil grand jury report, they come out with the a set of recommendations, set of findings and recommendations. and thed related department controllers office are responsible for providing responses they either agree or disagree with the findings. o so when they issue their report they agreed with the overall theme and tone of findings w and recommendations, really the report reflected a lot of our ambitions and a lost things that we intended to do within the department and are contracting procedures. so we were not surprised, it was not a got cha type of report and we went before the board of supervisors and for the hearing, the typically follows the civil grand jury and reported out on each of our agreement with the general recommendations and findings in that. and each year, following the issuance of the civil

emily cohen department of homelessness and supportive housing. thank you foring us today and appreciate you and your staff getting on such a full agenda. we are here with several items and start with compass family service contract amendment. here with before you today to enter into the second amendment to our grant agreement between the department of homelessness and supportive housing and compass family services for the urgent accommodation vouchers program known as hotel vouchers and really excited about this contract coming before you because this is part of the implementation strategy for the safer families initiative which st. the $50 million family homelessness initiative that you all authorize during the budget process so excited to bring the shelter component of this forward. really want to thank supervisor melgar for her support of the initiative and supervisor melgar and ronan for their cosponsorship of the resolution. as i mentioned, this is the second amendment to this agreement and it would extend the term by 18 months through june
