let's get right to emily turner with the developing details. emily? >> at this point it's nothing but bad news for commuters heading home through vallejo. at this point i-80 shut down in both directions. there's no estimated time for that to let up. in fact taking a live look out of chopper 5, you can see how far that back up stretches. it goes off the screen. at this point it's really going to be a nightmare getting either direction through vallejo at this point. we do know it has to do with police activity. in fact there's an overpass that's shut down where that police activity is happening. it's the overpass at magazine street and lincoln road. you can see officers standing on that overpass there working to develop that situation and resolve that, but there is no time on when that will be wrapped up. in the meantime, commuters who are stuck in that back up are going to be dealing with it for likely, maybe more than an hour. in fact you can see in the southbound direction on i-80 headed towards the bridge there, the purple shows that they're stopped

emily turner is tracking latebreaking developments for us. emily? >> reporter: at this point in the last hour, we learned the base is back open. here's what we do know now. first responders were called to the scene at 2:30 this afternoon. there are reports that at least two people were shot but, the situation has been contained at this point. right now two victims are in stable condition and one is in the condition. some are believed to be civilians. one witness reported hearing four pops and then saw people laying on the ground, the spokesperson told our sister station the gunman fatally shot himself. the area was immediately locked down and people were told to shelter in place while s.w.a.t. teams with a door to door. >> it happens all the time, i pray to god that no one, i don't want anyone to die. >> the shipyard where the shooting happened sits across the harbor from the pearl harbor national memorial. >> reporter: the memorial will also mark the 78th anniversary of the japanese attack on saturday. we will, of course, the very latest on pearl h

emily turner reports that this is the second lawsuit in just the last few months. >> the same attorney filed a lawsuit in september is not that long ago. since then he says eight of the 20 victims were raped or sexually assaulted, the suit claims that lyft has not done enough to keep its riders safer. even if new security measures like a 911 button inside the app are not enough. the attorney says the company should do more thorough background checks and, pull drivers accused of crimes off the app immediately. instead, one of the victims say that all she got from left lyft after being raped by her driver was a reimbursed ride and another woman said she never knew a convicted rapist was still driving through the app or not. >> i was left physically beaten, bruised, and cuts, as well as emotionally scarred that night. the fear of walking into a house and asking for help will never leave me. the police took me to the station and i told them what happened. at no point was identified by lyft that this man was taken off the platform. >> the victims attorney go so far as to say the rideshare c
