emma goss spoke to firefighters. >> reporter: the fire department tells me neighbors were first on theo help extinguish the flames. you can see the damage left from the smoke that spread through the apartment, two women in their 60s lived there. 66-year-old theresa died in her apartment christmas eve morning after a fire started in her living room, spreading toxic throughout the home. menlo park fire said her roommate, a 65-year-old woman is in the hospital in critical condition. >> firefighters forced into the apartment used a small amount of water because it was a small fire. >> reporter: just after 3:00 in the morning neighbors noticed smoke coming out a window, they used fire extinguishers and a garden hose to put out the flames and call 911. >> this is a situation, the occpants were smokers and removed the smoke alarms in their unit. i believe if they had the smoke alarms, they would have been alerted early. >> reporter: both of their dogs died prior to firefighters arrive. >> it's pretty sad. makes you just appreciate. >> reporter: we spoke with alkier's nephew, who said she had

emma goss joins us live from capitola. we've got rain now on top of those big waves. how does it look where you are? >> reporter: well, janelle, the rain's been coming down pretty steadily for the last several hours, so it's not a great time to be out on the roads. we're out on the capitola esplanade, which would normally be packed with people coming out for friday night dinner. but instead it's quiet. that's because public access to the esplanade has been roped off out of concern for this high surf event we're expecting in the morning. and businesses have also been taken out by the weather and the tide from yesterday. those monster waves yesterday pulled up the flooring of the sand bar, a popular bar and grill on the capitola esplanade. and new flooring is going in tonight though there is another high surf event expected tomorrow. >> the swell is not supposed to be nearly as big as it was on the day with the damage, but there will be high tides. so i would be silly to not be concerned. but i'm going to -- my friends are like, hey, let's not do this. could be damaged
