i think it's one of the things our city does not want to encourage. the one thing we will never be able to build more of is rent controlled units. that is a depleting stock every year. and we don't want homeowners that can't afford to buy homes competing with tenants in rent controlled units. but i'm very sympathetic to the current status of our existing t.i.c. owners in the status that they're in. so i'd really like to see if we can come up with some kind of solution that will help our t.i.c. owners, particularly the ones -- and i think it's important that it be owner occupied. i think we should be looking at a ban of fill for five or 10 years to ensure that these are folks planning on living in their units and not flip. and i think we should be talking about if we allow 1800 potential units to go through in this year are we talking about a freeze over the next nine or 10 years. so what we're trying to avoid is people stuck in a process for eight to 10 years and that's the actual challenge. then maybe we help take care of those folks today, but then

so, in 2009 the city was awarded under the same grant category to encourage arrest policies, and that was awarded to the san francisco district attorney's office. the original applicant at the time was the mayor's office of criminal justice. in the 2012 fiscal award announcement where we have applied to tailor our grant awards specifically to follow the assessment, it was indicated that a law enforcement entity could not be the lead applicant. our communication with the mayor's office and the department of status of women appeared most appropriate for them to be lead applicants. so, you'll see within the materials that the grant award is extending beyond our march date, which was actually when we completed our close out package with the federal government. when we completed our close out, the district attorney's office used our general funds to support the staffing positions that were no longer funded through the grant at that time. we have current requisitions at our business that we utilize to hire new positions in to support those grants. i'm happy to answer any questions about the
