and there was no education department or energy department back then. and and then, of course, the big. i think there were two or three things that happened in the united states that the big increase in government one was the adoption, the income tax. because remember, for the first hundred years of this country, the the constitution actually prohibited an income tax. and then we passed a believe it was the 16th amendment. but don't quote me on that i think was the 16th amendment back in around 1913 that enabled an income tax. well that provided this new revenue for the government. and yes what they did they started spending it. so you had a big burst of government at that period. and then, of course, you had the new deal era where government got involved in all sorts of new social and things like that that had never really existed before. and then you had the the great society programs of the 1960s where we again expanded, the size and scope of government and then it just keeps going up and up. but there was a period where government actually fell back

tens of billions of new investments doubling down a zero-emission vehicle, increasing energy efficiency. our department of energy estimates this new law will reduce u.s. emissions by one gig giga-ton by 2030. our investments will also produce the costs of developing clean energy technology worldwide, not just in the united states. this is a global game changer, and none too soon. we don't have much time. we already know we're already living in a climate crisis. no one seems to doubt it after this past year. much of pakistan is still under water. it needs help. meanwhile, the horn of africa faces unprecedented drought. families are facing impossible choices, choosing which child for feed, and wonder whether they'll survive. this is the human cost of climate change and it's growing, not lessening. so as i announced last year, to meet our global responsibility, my administration is working with our congress to delivered more than $11 billion a year to international climate finance, to hem countries implement climate goals and ensure a just energy transition. the key part of that will be our plan to help h

so since 2012, congress has required the department of energy to conduct groundwater monitoring. basically, it's a big cement container holding nuclear waste. a humongous garbage can embedded in the atoll. the department of the interior provides funding and is supposed to be doing oversight with the monitoring of leakage of radioactivity and waste. they have not been complying with this groundwater monitoring requirement and that is where my subcommittee came in. as chair of the subcommittee for resources, we have a hearing on our nuclear legacy. i was delighted and proud that it was a very bipartisan hearing. what we tried to do is understand why we are seeing every different government department from state to interior to energy point fingers at each other. it became clear that the department of state needed stronger leadership with regard to rebuilding and maintaining our relationship with the marshall islands. president biden's leadership, he named a special presidential envoy for the compact negotiations, the future relationship with the marshallese people. i am hopeful that

while the department of energy, the amount are working to support on that puerto rico energy bureau hasamstrung those efforts. instead of getting power to the people, instead of making a resilient grid ate locally. they are busy fighting with each other. it is outrageous. specifically the puerto rico energy bureau has approved a yplan for renewable energy by 2025. has fought back pushing on greater use of natural gas in island that is so susceptible to natural disasters it is ridiculous that the energy generated on the south side of the island and then using old time tables and wires the northside makes no sense but we need resilient power. we need the power it right where it is generated by solar energy, by rooftops, by non- pollution on it long pushed alongside of almost everybody here today for a grid that reflects the call of the people that as resilient to storms because it is made up of the microgrids, local grids. is not hundreds of miles of power lines exposed to weather and hurricanes and earthquakes that has to deliver the energy to most of where the people -live. i needs to b
