engel: i would hope so. on the foreign affairs committee, we pride ourselves as chairman ed royce and myself in the ranking member as being the most bipartisan committee and -- in the congress. we have passed a lot of bipartisan sanctions and other legislation, more than any other committee. i certainly believe that if this were between myself and chairman royce, we would put our heads together and come up with a compromise, and there would be tough sanctions. pullsey're all kinds of and tugs and constraints games, , and everything that happens, and it is one of the reasons why the american people are sick and tired of what they see in congress. we are just talking and talking and blaming the other one and pointing fingers. the bottom line is that i think strongly there ought to be sanctions against russia and iran, and i know ed royce believes the same way. so i hope that we can move that along. the republicans control the house. it is very hard for democrats to maneuver unless we have republican support. i

engel: we are interested. the lawyer is now saying she has no ties to the kremlin which i find hard to believe. what's troubling is that russia is now, unfortunately, an adversary of the united states. it didn't have to be that way after the soviet union fell and i was on the foreign acares -- affairs committee then, our chairman was tom lantos, he was the ranking member at the time and he said, and we talked about, the u.s.-russian relationship is a very important relationship. we had hoped that, you know, being a child of the kelled war as i was, and others were, it would be wonderful to have the united states and russia, former soviet union, working together. but mr. putin came along and you know, with his old k.g.b. tie, unfortunately we are adversaries again. i think that's too bad but it is what it is. so i think that if someone had come to me during the campaign that had russian connections or was part of russia, i would have alerted the american authorities and it's -- i'm scratching my head as to why

engel: mr. chairman, since 1968, oil pipelines that cross international borders have been reviewed and authorized by the department of state, since 1968. that's nearly 50 years. this is common sense. the state department handles its diplomacy and manages treaties relating to our international boundaries and the security of pathways for our pipeline. the bill we are considering today would shift decision-making authority for those pipelines from the state department which is equipped to handle all aspects to the federal energy regulatory commission, which isn't equipped. it doesn't make any sense to me. it seems quite arbitrary and quite foolish and moving in the wrong direction. this is change for change's sake. my amendment would prevent this mistake. it would simply ensure that permitting authority across pipelines remains with the department of state. in each of the past two congresses, my friends in the majority agreed, they passed similar legislation to change the cross border permitting pr

richard engel, moes elnow under control.pens now in iraq. >> reporter: well, there are big questions about what happens to the city of mosul, what happens to this country. if you talk to iraqi officials and talk to some u.s. military officials, they will tell you that mosul is now on a path to success, that isis has been driven out and that the isis experience, three years of isis occupation will only serve to bring the people of mosul together because they don't want to go back to the horrors they just lived through. but the history of the city, the history of the country and history of the american involvement in iraq suggests that is not going to be the case. the sectarian divisions in mosul are perhaps greater than ever. there are now shiite militias in a hard line sunni city. the kurds who are controlling the area where we are right now, have decided they are going to hold a referendum in a couple months about independence, about breaking away from iraq once and for all and definitively. so i think that the trajectory,
