enzi: mr. president? the presiding officer: the senator from wyoming. mr. enzi: mr. president, i'd ask that further proceedings under the quorum call be waived. the presiding officer: without objection. mr. enzi: thank you i rise to discuss the bipartisan congressional budget reform act that i introduced with senator whitehouse and many of my colleagues. last month the senate budget committee approved our legislation -- that's the senate budget committee -- approved our legislation by a vote of 15-6, marking the first major legislation reported by the committee on a bipartisan basis in nearly 30 years. i'm pleased that 21 senators have now joined senator whitehouse and me as cosponsors of this bill. since i became chairman of the budget committee, we've had more than a dozen hearings on budget process reform. we've met with budgeting experts, including some outstanding state officials, and we've listened to insights and concerns shared by colleagues on both sides of the aisle. along the way we collected a lot of good ideas that we tried to incorporate into our bill,

enzi: mr. president? the presiding officer: the senator from wyoming. mr. enzi: mr. president, i thank my colleague for his words. ii will add to that, i hope. i think it may prudent to look back at the current state of the nation's budgetary affairs. unfortunately, none of the news is good. this past summer, congress passed the bipartisan budget act of 2019 which increased the last two years of the budget control act's discretionary spending caps. the congressional budget office tells us that the bill has increased their forecast of the nation's projected deficits by $1.7 trillion over the next ten years. i'll be the first to add mate that it's largely due to mandatetory -- admit that it's largely due to mandatory programs. in the fall we received final tax and spending data for fiscal year 2019. the report showed that the deficit for the last fiscal year was $984 billion, even though revenues were greater than ever before. now, relative to the size of the economy, that deficit is an estimated 4.6% of g.d.p. was the highest since 2012. this also marked the fourth co

understand because every time i go to an event like this people say well will medicare call ex why enzi. it will, last -- last i heard mental health issues our health care issues. but i do have to say that the issue with regard to health care is not only passing medicare for all, making sure everyone can get to a doctor, it is making sure that we get doctors and nurses and psychologists and dentists to the areas in the countries where we need them. you know we should not be shutting down rule hospitals. we should be expanding health care facilities in a rural america. by the way just as an aside one of the things i've been working very hard on it reasons a bit in this senate is expanding community health centers all across this country the good news is as i understand it that house will shortly pass a major expansion of community health centers that i have helped sponsor and i think we stand a good chance to get it through the house. that all mean clinics all over america, please do your best to get your senators to support that. all right let me switch and get your views on education,
