epa guidance, the epa scientific advisory board are veryxplicit about what is the -right approach you are thinking about impacts to individuals th different incomes. there is a lot of economic and spute whether it should be scaled me than one forne. one for one is the central case. it is the approa we did in our paper end of the one that epa did in their report. the concerns that noah is ising are valid. i don't think it is about that number specifically. it's about the broader issue of equity weights. if you want to think about that, while valuing impacts tpoorer indiduals, you should not do it with esl. the value of life. you should do it not just on mortality. you should do it on average householmarkets, everything. the more appropriate approach is not to use the same number f everyone, but use the kind of standard economic tools. but then think about the equity concerns separately. w, of course that raises other tricky issues. it introdus some activity into the numbers. i think it is woh discussing. it would have bee far too premature for epa to launch into that out of the gate. >
