thank you, eric bolling. martha: guess i'm not invited. bill: yes, absolutely.e plans. never mind. new reaction coming in to the president's student loan bailout program. the president says the whole thing will help millions of people pay off the pesky student loans they still owe. republicans say it will leave taxpayers footing the bill. what does this really boil down to? national correspondent steve centanni is looking into it for us in washington. first off, what is the proposal here, steve? >> reporter: the president wants to speed up a program to reduce student loan payments. the program was set to go into effect in 2014. now it will begin next year. it provides students will not have the to pay more than 10% of their income on student loan repayments. after 20 years of payment, the loan would be forgiven all together. now the president told a group of students at the university of colorado-denver campus this will amount to a shot in the arm for the entire economy. >> and because you will have some certainty knowing that it's only a certain percentage of y

eric bolling, anchor of "follow the money" on the fox business network is with me now.morning to you. >> happy friday, bill. bill: what were you doing in 1983? >> i think i was finishing up college right about then. that was the last time it was this high, and this 13 number is the addition of 9.1% unemployment with 3.9% inflation adjusted. in other words, prices have increased 3.9% over the last year. so 13, the index number, back in '83 it was coming down from a high, jimmy carter high of 18. so on its way down during the ronald reagan years. hasn't approached, hasn't even come close to this number. once it blipped up to 12. but 13's a big number. bill: let me ask you this, eric, what is the misery index? what is its intent as it reflects on the economy? >> unfortunately, it's how the american people feel. typically what happens is when unemployment goes down, that means more people are getting work, they're able to spend more, that pushes prices up. so it keeps that index kind of stagnant. or when unemployment goes up, fewer people have work, less must be, prices go

eric bolling joins us now. what do you make of the numbers? >> the 402, elevated.t to be lower. those are new people walking in for their first time into an unemployment office asking for help. it needs to be 300, 325,000. that's elevated. that's the bad news. the gdp number, i wouldn't call this good news. 2 1/2% growth -- >> steve: it's better news. >> it's better than being in a recession which is negative growth. so if that number is 0 or below, that's a recession two quarters in a row is called a recession. we haven't been there, but we should be a much higher gdp. we should be a 3, 3 1/2%. with a big economy like we have, the difference between a it 1/2 and a 3 1/2, one percent s literally hundreds of billions of dollars that would be floating into the economy. >> brian: you say like china is aen 8? >> china wants to tell you it's 8. it's probably 10 or 12 because they grow so fast. the fear is that they're growing too fast. this is why you know within a short period of time china is going to catch up to us on the size of their economy. we need to be higher.
