eric brooks, representing san francisco green party on this issue. i first want to, as i have said in the past, think supervisor -- thank supervisor alioto-pier for previous environmental leadership on fillets -- pthalates. however, on this one we strongly disagree. all of this legislation has been changed and approved, there is a gaggle of properly more actors and neighborhood groups out in the community that is even more alarmed over these changes and we were over the discretionary review changes that this committee held meetings on several months ago to a year ago. the issue here is that timing and various other things in this document simply create a lot of bureaucratic spaghetti that is going to be harder for most people and most groups to get through to make environmental challenges. rather than try to tweak this, same as with the discretionary review legislation -- whether than trying to treat this document that we feel started out on the wrong foot in the first place, i am sorry, but we need to go back to square one and start again. if we are

eric brooks, representing the grassroots organizations in our city.t coming up to really strongly support many of the comments of supervisor daly. i looked over this legislation pretty carefully. once i figured it out, after the third or fourth time of looking it over, it became pretty clear that it would pretty much be impossible for us to select a mayor under this process, and we need to use a completely different and much more simple process. i know there is an ad hoc coalition that you guys know about. i think the way we should do this is actually to throw out anywhere between 11th and 22 nominations, one or two each, and have every supervisor be required to thank all of those choices on a piece of paper. not positive that that will work perfectly, but i would recommend at least carefully looking at that because it would remove a lot of the game-playing and the tenacity and people not wanting to make each other angry and make a much more simple process. another thing i would recommend, if there is a way to fast track, and maybe there is not, but e

eric brooks, representing san francisco green party.i have worked a lot on this over the past seven years. the first thing i wanted to say is to set and what the commissioner said, which is that we would not want to just focus on the three-year rule. let's see if we can focus on a comprehensive set of legislation. we have got to remember that pg&e is vulnerable. this is our shot to do an omnibus reorganization of that legislation. in 2002, we passed ca after the bankruptcy bailout. this is a similar opportunity. we should go for it. i wanted to speak to one issue raised, the phasing of the customer base. for san francisco, i would caution against that. we have a bigger market, which means pg&e will be more likely to pull every trick in the book to make sure this market does not come in. they might have a ballot measure that would effectively strain and the remaining customers. we have a lot of major opportunities in that we have our revenue bond authority passed in 2001. that gives us a chance to come if we bring in all customers at onc
