eric brooks. eric, why don't you come on up? >> good afternoon, commissioners. derrick brooks representing san francisco green party in our city -- eric brooks. i was not here for the entire presentation, but in the previous meeting, i had mentioned something that is really crucial that we got nailed down on community benefits. first of all, want to commend ms. ellis and her staff. this is groundbreaking stuff, and it puts san francisco far ahead of any other city in the country. i wanted to make sure there was follow-up on what i commented on last time, which is that when nonprofit groups or even for- profit companies are out in the community advocating for community benefit, it is very important day our firewall from the actual community benefits money that is created, such that they have to bid for contracts just like everyone else -- it is very important that they are firewalled. that would be the first thing. they should also be barred from kind of serving in a godfather role of advocate for community benefits bonds. and then somehow end up sitting on a pane

. >> good evening, commissioners, eric brooks representing the green party. what happened last week was one of the most fine examples of democratic process that i have ever seen. nothing that staff presented was any kind of legal counter to this very clear argument that shows that to this will not be enforced. on other things in the presentation, transportation. shifting the line a little bit and having shuttles will not do anything to shift the level of transportation that is needed. you put it density in urban areas. this is not an urban area, this is more suburban. the density needs to go downtown. if the developer was really concerned about designing a step that would reduce greenhouse gases, why would they be enticing every tenet replacement and every new tenant with their own washer and dryer? the first thing that you do is to set it up so that people share washers and dryers and don't use huge amounts of energy to do that. i heard the transit represent of save the word it is -- if. this need to be a greatly scaled-down project as i have said. >> is the

eric brooks, representing san francisco green party on this issue. i first want to, as i have said in the past, think supervisor -- thank supervisor alioto-pier for previous environmental leadership on fillets -- pthalates. however, on this one we strongly disagree. all of this legislation has been changed and approved, there is a gaggle of properly more actors and neighborhood groups out in the community that is even more alarmed over these changes and we were over the discretionary review changes that this committee held meetings on several months ago to a year ago. the issue here is that timing and various other things in this document simply create a lot of bureaucratic spaghetti that is going to be harder for most people and most groups to get through to make environmental challenges. rather than try to tweak this, same as with the discretionary review legislation -- whether than trying to treat this document that we feel started out on the wrong foot in the first place, i am sorry, but we need to go back to square one and start again. if we are

eric brooks, san francisco green party. san francisco's green party -- the green party pose a position on this is that this legislation is excellent and every opportunity should be made to minimize the amount of these things that are out there -- the green party's position. based on whether or not there is sufficient coverage, especially. so many times, we have seen the planning commission approved and 10 a placement, and then it is appealed to the board. the corporations will get up and argue that their coverage is not good enough, but then it will be made clear through the appeals process that the coverage is actually good enough and the appeal is of help. this happens over and over again. so that is the standard. also, it does not just apply to cell phones. it applies to broadband access. you need to make sure there is not already sufficient coverage for an easy way to get there, and the direction we really need to head, especially in light of the fcc's recent decision to unfortunately make the internet a two-tiered syst

eric brooks. >> good afternoon, commissioners. i represent san francisco green party, the local grassroots organization of our city and a building coalition of organizations strongly opposed to your approving this amendment, including global justice equality project, which is a group that has been endorsed in its work by dr. david suzuki, who you are probably all familiar with. also the club locally has come out in opposition that has environmental working group. the key reason that this needs to be rejected is that, first of all, battlefields themselves, the current ones we already use, are wrecking the planet. since you approved this two years ago, there has been a critical mass of data showing that when you grow battle field crops, even the second generation once, it shifts land use in a way that creates more carbon dioxide, more greenhouse gases, and is devastating economies and the environment all over the place. the air rang it can is going extinct because of the tipping point that have been caused. the key problem with -- t

eric brooks, representing the grassroots organizations in our city.t coming up to really strongly support many of the comments of supervisor daly. i looked over this legislation pretty carefully. once i figured it out, after the third or fourth time of looking it over, it became pretty clear that it would pretty much be impossible for us to select a mayor under this process, and we need to use a completely different and much more simple process. i know there is an ad hoc coalition that you guys know about. i think the way we should do this is actually to throw out anywhere between 11th and 22 nominations, one or two each, and have every supervisor be required to thank all of those choices on a piece of paper. not positive that that will work perfectly, but i would recommend at least carefully looking at that because it would remove a lot of the game-playing and the tenacity and people not wanting to make each other angry and make a much more simple process. another thing i would recommend, if there is a way to fast track, and maybe there is not, but e

eric brooks, representing san francisco green party.i have worked a lot on this over the past seven years. the first thing i wanted to say is to set and what the commissioner said, which is that we would not want to just focus on the three-year rule. let's see if we can focus on a comprehensive set of legislation. we have got to remember that pg&e is vulnerable. this is our shot to do an omnibus reorganization of that legislation. in 2002, we passed ca after the bankruptcy bailout. this is a similar opportunity. we should go for it. i wanted to speak to one issue raised, the phasing of the customer base. for san francisco, i would caution against that. we have a bigger market, which means pg&e will be more likely to pull every trick in the book to make sure this market does not come in. they might have a ballot measure that would effectively strain and the remaining customers. we have a lot of major opportunities in that we have our revenue bond authority passed in 2001. that gives us a chance to come if we bring in all customers at onc
