i am eric brooks speaking on behalf of the san francisco green party and the local grass roots organization. first of all, it is very nice to come up to this podium and agree with staff completely. that is not often the case. i think the fact that this is the first time in who knows how long that the rest of the city family actually said, ok, we will do this. that is a big deal. even though it is not enough money, the fact that we have gotten that far is a big deal and we need to go with that. with that said, however, i think that it is really key to focus on especially energy efficiency and municipal rooftops for solar and small wind, demand response and et cetera. you know, right now basically we have a boat that is filling up with water very quickly. we have been bailing with a ladle. what staff negotiated is giving us a bucket instead of a ladle. but we are still not plugging the hole that. is what things like energy efficiency do. if we are letting the hole sit there by cutting the energy efficiency budget we are shooting off our nose to spite our face. i think what the commissioner sa

eric brooks, representing san francisco green party and the grass-roots organization our city. i want to concur with all the speakers, and add a little more to that. i am involved with various grass-roots organizations in the city. everyone of them i know of, and every grassroots and neighborhood organization involved in parks that i know of, is utterly outraged with the behavior of rec and park right now. rec and park has spent many years privatizing, raising funds, bringing in restaurant chains, and turning -- aiming at turning our public spaces that are free and open to the public for general use without cost into a virtual -- into a proto disneyland. that is not what the people of san francisco want to happen to our public spaces. we want to reverse privatization and defend the public use of spices. because the sfpuc has a long history with had ceci -- hetch hetchy, you understand the importance of watersheds and habitats at a place like lake merced. these places are primarily watershed have the parents that not places where rec and park makes money off of. whatever agreeme

>> eric brooks, standards as a green party, local grassroots organization. on item 10, at times, you have seen us at odds with the puc on various issues. at this time. we need to back them up on this request. i want to remind folks that climate scientists came out one week ago saying that we no longer have 10 or 20 years to get our global act together on the climate crisis. we have about five years to get our act together. when electricity -- when what we're charting for electricity is a lot less than what it actually costs, it is the same situation with gasoline in the u.s., where we have been subsidizing it for decades and people waste it. this may not be an easy step, but it is a necessary step for saving the planet. the other thing that stopped brought up that i want to highlight, this is key to the bond rating of the power enterprise of the sfpuc. as you know, i have been working extensively with the organizers on getting clean power sf, our community choice program, off the ground. that will require a big revenue bond issuance to get it off the ground.
