eric brook representing san francisco green party and the local organization our city. first a technical point on all of this. i was under the impression and check with dhr on this that the executive position still exists but filled on an interim basis. maybe i am wrong on that but good to make sure you're correct on that from the staff's perspective. i agree bringing it back in house because the next year is going to be really big for clean power sf and some other things and we need somebody that can be available five days a week, 50 weeks a year. i mean that's really going to be important, but the main thing i want to focus on is that the advocates for clean power sf have had some concerns with the way that lafco -- when we originally set set up lafco to work on clean power sf and especially get at the beginning of 2007 and what we needed from lafco and i believe the intention we needed somebody on task for clean power sf itself that could approach the sf puc on many occasions the sf puc wasn't thinking outside of the box on this to put it politely, and we need someon

eric brooks, san francisco green power and our city. just two comments. one is on the municipal bank. i would hope that we would actually i was envisioning at some point when we take that up that lafco will help design a plan to start a municipal bank and just go for it. on the public internet access issue it's important to expand on what mr. jason fried said a little more and that is what this original came up a while ago, not just when the mayor did the wi-fi thing, but before that supervisor ammiano -- i think it was 2002 -- i maybe wrong, had a study to use what we have and in fact build out fiber optics to the entire city and create a comprehensive public broadband network so i recommend that when we take that up we pull that study out and figure a way to up date it or new one that is similar. that would be an expense, but that was the idea is that we need to get to building out a big city wide municipal brand band especially because in many states it happened. in california there were a couple of attempts to make it illegal for communities to build

eric brooks representing san francisco green party and the local organization our stea. would concur with some of the concerns raised by the commissioners and the staff, and now that we have passed this as of september i think maybe the department of environment should be a follow up report. however, there are good and interesting things in this report that -- if you read them the right way point directly to community choice aggregation anyway and clean power sf. a couple of interesting things to point up are it was good that virtual metering was brought up, but i think what staff needs to do now in preparing an addendum to the report at the department of environment dig into what happening right now under local power preparing for the local installation of clean power sf, the build out, because that is developing rapidly, and it's showing some interesting things as in the case of virtual metering this plan would go a step further and create shares and anyone that is a member of clean power sf even if they live in an apartment can buy shares to the program and receive ec

eric brooks representing san francisco green party and the local grass-roots organization "our city". hopefully you have read the email, all of you that advocates sent. there are concerns about okaying this very kind of light framework today that doesn't have a lot of detail in it. i want to start out to get to those concerns about talking about what commissioner torres raised in the code of conduct with pg&e. we saw during the 2010 prop 16 attack on the clean energy programs and community choice in california that it didn't matter that pg&e didn't use rate payer funds they were able to argue that entire $46 million plus campaign was funded by their stockholders, so they are going to run a multi-million dollar robust campaign in san francisco against this program, and it looks like their plan to roll out the 100% green project hits about the same time we roll this out at the end of 2013. i think that's the timeline for them, and it's very important to note that if we go forward prematurely with a marketing plan that is not based on good robust outreach to people of color, low income c
