>> i am eric brooks and it is spec tack lawyer to see that the department is doing the accident job of reducing the waste even though the volume is going up, and similar cases in cal where electricity is going up and we are kind of keeping the production flat by doing a lot of conservation but the department has gone beyond that lowered the waste and that was accident and there was one part of the presentation that needs more, and that is the part regarding recycling plastic. it is very important that the public watching this understands that plastic recycling is largely ineffective. the previews on this is that over all plastic, only 5 percent of the plastic that you put in those bins gets recycled. and even the most recycled products which are kind of the pvc, coke bottles, ten percent or less of those get recycled the rest of that plastic material, much of it ends up in informally as the narrow developing countries overseas, and in the landfills because we don't have enough landfill space left in this country. it is important that the people know about that. plastic, the bonds in it

and some of the great work he done specifically in the labor community, my brother and my friend eric brooks is an outstanding advocates and i've gotten to know a lot of the advocates very well, there are a lot of things that have been discussed but i do want to state clearly for the record because people at home need to know certain things, i happen to be a member of the san francisco labor council, the san francisco building construction trades council and i'm also a delegate for the alliance of jobs and sustainable growth. each of those bodies have weighed in, in one way or another in this conversation. the san francisco building construction phase council has clearly said they would be willing to work with shell energy as a provider with the project labor agreement, the san francisco labor council has not opposed shell in and of itself in having since have presented some specific principles they would like to see followed, and i know staff has done a good job in engaging those conversation and is the alliance and sustainable growth weighed in late this week about the environmental concer

. >> good afternoon commissioners, eric brooks, local green committee. a lot of interesting things have been said i think it's incredibly important to point out that i think as late as 6-7 months ago, even the advocates to the consternation to the allies who said this isn't ready to go yet. this has to do with rates and how much is developed. and then not to hopefully don't give too big of a head but malcolm came and started to move this in a big way. we started to talk about rate more than a year and kim came along and started working on that. the highest rate is 11.5 percent which will beat pg & e and as $0.11 as provided to the committee. without good rates you are going to have too many people leaving the program and not enough of a customer risk assessment -- base for a local build out. even though it didn't get to where it needed to be, really made a huge amount of progress compared to where things were out with the puc before. based on that, even though we were concerned about making sure it gets done properly, we were ready to come before like we
