and i have a jackie lynn. >> once again, eric brooks, san francisco green party and local grass roots organization our city. i'm going to speak specifically to the appointment of mr. ahn and i'm not going to speak either in favor or opposed to it, but i feel like i can elucidate some information on that a little bit. personally i have a deep respect for mr. ahn and for the bright line defense project. that group helped us stop a natural gas power plant from being built in the bayview hunter's point and close the last natural gas polluting power plant in san francisco. with that said, i think it was very appropriate that supervisor campos pushed this point of clean power sf because we need to make sure that the people that are actually working on work force policy are very dedicated to making sure we do a real large green new deal for san francisco rapidly to address the climate crisis and also to address our jobs crisis in san francisco, which really hasn't gotten that much better. the lues daition that i wanted to add is that bright line defense project over the past decade has worke

i know we already voted on the matter, but thank you eric brooks and some of the other advocates who have been working on this and full-speed ahead. let's get it going. >> okay. very good. let's go on to our next item. >> item no. 7, consideration and approval of the proposed lafco budget for fiscal year 2014-2015. >> jason fried lafco staff. in your package you have the proposed budget to do -- just as a reminder within lafco statute we pass a draft budget by may 1st and final budget by july -- middle of july, if i am not mistaken, june, i'm sorry. this is our chance to pass our draft budget and come back, unless there are changes that are suggested today drom come back with this budget for final approval at our may meeting next month. the budget itself you will not see very many changes within it you will see minor changes, like non-personnel services a different line item that used to be under "other services and other departments." that they separate out now. so we have separated out in our budget to be more in line with the clerk of board office and how they do their budgeting.

eric brooks representing san francisco green party and the local grassroots organization, our city, and san francisco clean energy advocates which is a coalition working to move forward cleanpowersf. so, it's really important after that presentation to focus on this issue of available money and bonding and how that relates to the s.f.p.u.c.'s quote-unquote financial crisis. first of all in 2002 when the law what passed in order to enable community choice aggregation, cleanpowersf, that was to be self-funding ~. so, the customer revenue stream that you bring in by bringing in hundreds of thousands of customers into this new program provides a brand-new revenue stream and also the revenue stream that you get from doing what lafco is about to do, which is design a local build out program which is going to bring in revenues over the long term. those are what build cleanpowersf. there is no connection whatsoever really, except for bond rating to the san francisco public utilities commission to bond for its own stand alone energy programs. that's totally different. so, the point is cleanpower

eric brooks. so, i just wanted to encourage the lafco in any energy endeavors that it goes forward with to definitely -- since he spoke today, you probably know that one of the recommendationses we made to you folks is to use department of environment staff as well. we've seen that they have been ready to go on program like cleanpowersf and doing other renewable energy projects and efficiency projects and their involvement will be key.

eric brooks, i'm representing san francisco clean energy advocates, also the san francisco green party and the local grass roots organization, our city, and i want to speak to the specific budget impacts and potential budget benefits of the clean power sf program which ended up not being included in the climate action strategy. the san francisco public utilities commission and the mayor's office have dramatically dropped the ball on this issue. thankfully the local agency formation commission is proceeding with planning out the local installation program for clean power sf, because they know, as the organizers out in the community know, that this program is going forward no matter how much resistance the mayor's office puts against it. the issue of the budget is that this program has the potential when you are in the middle of budget losses, to bring you those funds back and more. and you can talk to the director of cca at lafco, jason fried, about this. once we get clean sf moving forward we will have access to millions more dollars of energy efficiency funds through that program. it'
