eric brooks again. this time i'm speaking on behalf of the local grass root's organization, our city, san francisco. anand the san franciscogreen pa. i want to direct this to all but especially the commissioner, we recent -- a coalition of my group and green action and some others working on the bayview hunter's point and treasure island crises have met with your aide and it's important what we do on treasure island, the same contractor did almost all of the clean-up work since the mid90s and probably falsified a lot of that work, where there's radio active contamination right now that people are exposed to, where there's chemical contamination like dioxins that people are being exposed to, we need to halt the development program on treasure island, the same way the program in bayview hunters' point has been halted. part of the process is that, frankly, chida, treasure island development authority is bought and paid for by the developers and has been, basically, lying to the board of supervisors, preten

eric brooks, our city san francisco. just wanted to touch on something that got raised in the environment department report but that is a tangential issue that's really important that no city agencies or committees have dealt with yet, and it has to do with these big water -- gas powered water boilers in large old buildings, like the one i live in, which is why i know about this problem. as you know from reports in the news from meteorologists, it's getting hotter, and it's getting a lot hotter. and i don't know if you've ever lived in one of those buildings that has piped water heat, but during the summer, the way you have to time the turn on and turnoff of those big boilers, you will get 80, 90, 100° temperatures, and the hot water's also running, and the building becomes an oven, and especially people with compromised immune systems, and people with other problems. it's gotten to where every summer, i have to put a fan in my window and pull air in from outside. i'm thinking of getting an air conditioner. so at some --

eric brooks, san francisco clean energy. it's important that pg&e and the other utilities know that, for example, in april, we're going to put hundreds of thousands of people more in the program. pg&e and the other utilities know that if they buy long-term contracts that are overly expensive, they don't have to worry about that, and they can have a higher pcia, a higher exit. that they can prepurchase contracts that are too expensive to make it harder for these little community choice programs to compete with them and that is because of the pcia. i've already mentioned ab-56. there's another one. sb-350, and it's senator hertzberger again and what he tried to do with sb-357, which the lafco rejected last year. that one should be on your radar, too. and then hopefully, next month, i think next month is going to be a key month for the lafco to take positions on bills, and i'll send the bills to brian so that they'll get a tip off on what they're facing in this legislative session. thanks. >> chair fewer: thank you, mr. brooks.

eric brooks. i'm a grassroots organizer and environmental organizer in san francisco and that is how i first met cal at very beginning of the process of my work a long time ago, i guess about 15 years ago now. fighting to get clean power sf off the ground in our community choice program. i have to admit, when i first met cal at the beginning of the process and he was skeptical about clean power sf. i knew my stuff and i sat down with him and explained it to him. because he is such an expert, he got it quickly and because of that, i believe that because of cal's influence, san francisco's environment department and the city of san francisco became the first city to say we cannot, in california, to say we can't meet our climate objectives without clean power sf. so that is just -- i'm sure you've already heard many stories about how cal got things done and that was just one of the things that he got done. he made sure the clean power sf got off the ground and the city took a stand to show how import
