let me start by recognizing our distinguished whip eric cantor for a statement. >> spencer, thanks very much. i'm honored to be here with the ranking member, spencer baucus and the senior members of the financial services committee. as we unveil as a conference a roadmap forward to address the number one issue that is on the minds of most americans which is the economy and we all know that an economic recovery is going to be predicated upon a resumption of normal credit conditions so that we can see expansion start to happen as far as jobs are concerned in this country. and we hear a lot and there's a lot of coverage about the heavy hand of government right now in the financial markets. to me, it really is a heavy hand of the obama administration. you know, who could have ever told that we would continue to find ourselves in a world of continued bailouts, handouts. we wake up one day and we're the proud owners of two of the largest car companies. it is this type of uncertainty and continued reach by government that this plan tries to react to and say, look, we do have a better way. we d

host: eric cantor, a congressman from virginia, where is this legislation? guest: obviously it had a few speed bumps the last couple of weeks. when we see the real cost of legislation beginning to come out, with the congressional budget office saying one hand, the senate finance bill costing $1.60 trillion and i am hearing estimates of a house bill of $3 trillion, it brings into the question this whole notion that we are going to be bringing down health-care costs. if you are looking to spend that kind of money, clearly money that we don't have common the main concern i think that most americans have about the notion of a government health care plan is that they won't have the ability to choose their doctor, they won't have the ability for their doctor to prescribe a certain procedure because it will all be dictated by washington. long term, the consequences are pretty evident that there will be tens of millions of people coming off of the plans that they have now that they like and having to go on to a government plan, which is exactly the opposite of what

there's been talk recently who is going to be the new face whether possibly eric cantor would take the place of, you know, the leader of the republican party and the you see 2010 being the time they are able to capture more seats for the democratic party or are they going to become more or less, quote on quote permanent minority for a while? >> having worked for the republican party and house of representatives, i recall in 1964 when we had a huge landslide lyndon johnson with barry goldwater and the press accounts were writing about the death of the republican party and we have seen similar things after nixon and watergate and since then, too. i don't think it is dead by any means. what i saw happening in '65 when i came to the hills this summer was a group of republicans having defeated the minority leader in the house and building a task force to grapple with a problem how to rebuild and what do we do and how do we cast a positive alternative rather than pos lyndon johnson in the sidey program so i think eventually you will see emerging new faces, leaders, ideas but it's an ongoing

i want to thank leader boehner and whip eric cantor for their leadership on this issue, as well as all my colleague here and those who aren't here to really make it possible for us to come forward with an american solution to health care. the president said this should have a uniquely american solution. we have an american plan. one that we believe has been said will really focus on affordability, accessibility and availability. and the question is, how do we do that? we think that it's very important that there be a robust waste, fraud and abuse oversight of health care. not only in the government programs of medicare and medicaid, but clearly the due policity that we find in our health care system, we think there should be strong oversight that that will be part of our plan as we move forward. obviously you really can't have a serious discussion about health care reform unless you agree to address the issue of liability reform, defensive medicine, medicine malpractice. we also believe that should be an important part of health care moving forward. the president has just begun, it's r
