eric adams have all been extremely critical of the former governor, highlighting his record and the scandals that he weathered while he was in office. and basically saying that cuomo is not the answer to eric adams. and all of the problems that he is facing while he's in office right now. but the question here is going to be ultimately decided by new york city voters. they're the ones who get to decide whether or not they believe andrew cuomo should have another shot at of at holding public office. as you said, he stepped down from office in 2021 after being accused of sexual misconduct by 11 women, including two former aides in his office. and although he has a long record of accomplishments and leading the state of new york, there are also a lot of criticisms and a lot of questions for him to answer as he embarks on this campaign. he made it official today. there had been a lot of speculation in recent days about whether or not he was going to jump into the race, but today he sort of talked about new york city as being in crisis. he talked about homelessness, public safety. clearly taking a shot at the administration, saying that he believes he has the solution for this moment. now we'll see what happens over the next several months as this election plays out. he doesn't have much time. the primary will be held in june. the general election is in november. so for now, we've yet to hear back from mayor eric adams campaign. he has made it clear he intends to run. but as of this hour, we've yet to hear a response. so we'll see if the mayor is able to compete. given the amount of scandals that he is facing, he still has a federal corruption case that is hanging over his case. and it's not clear just yet whether or not he's going to be able to put on a strong campaign, given the circumstances so far. jessica. >> all right. gloria pazmino, thank you so much for that. today, hundreds of demonstrators gathered outside more than 50 tesla showrooms across the country protesting elon musk and his department of government efficiency. the world's richest man and owner of tesla has been leading a massive operation. of course, laying out, laying off thousands of federal workers and cutting off funding for agencies including the national institutes of health and usaid. today, protests were organized by a group called tesla takedown. its goal is that people sell their tesla vehicles and stock and join t

eric anderson and antonio with reckon park and then i'll be back for some final information afterwards. >> good afternoon everyone. i'm eric andersen, director of operations for the recreation and parks department. with me is antonio guerra, our director of finance and administration. >> and we're going to go through a little bit about this two year budget and how we got there in terms of creating an operational model. i'm going to talk about exactly that. how did we come up with the staffing numbers in the budget? antonio will then talk a little more fully about those budget numbers. >> we've been working really intensively since early 2024 with your staff with the total staff and that isn't really involved site tours analysis of all of your construction drawings and construction documents at your assets basically. >> and so we've been doing that in a in a process to really understand what this means to bring this on board and potentially take over the management of those parks. >> to go back again to that theme, the parks represent it when fully built out it's going to be an 8% increase to the rec and park managed parks that we have that's at full buildout when we obviously in 2026 i think we have 86 acres but so it's a very significant endeavor for us to ensure that we are can do this, we can absorb this be successful. we think we've developed a model over the past several years as we've faced similar issues of new acquisitions. we developed the model to be able to estimate staffing levels based on the specific assets that were that we were looking at. and the best example of that has been mission bay where two years ago we took over from oci right now about 27 acres and we had to figure this out and this was a great right around that time we had been grappling with this issue for many years of like okay what is the best way to really have a rigorous and data driven way to figure out our staffing? and so we've done that through adopting and adapting a national recreation and parks association model. essentially these are spreadsheet tools where we input the acreage is the point assets. the square footage is of everything from turf to hardscape to planting beds to shrub beds and these standards are all laid out in our spreadsheet since over the past year our staff have a big part of their time has been spent in putting those those those assets in that data into our spreadsheets and then looking at it and seeing what that comes up with with our main component of the budget which is staffing and for for us that's always important as we've talked about the in this case treasure island, yerba buena island you know this this means we're really able to look at what exactly is out there and what are the staffing needs based on on what your assets are next. >> so before we get to that and so this this is all looking at the scope of services we you know, are going to provide are the basic are our full park maintenance scope of services that includes grounds keeping in horticulture integrated pest management, our boat culture, natural resource management, also our infrastructure all of our trades will be fully engaged in providing maintenance to the parks and our custodial services as well . >> so what does this look like and what we have put together is essentially to take over these 86 acres and in starting in 2026 is 15 positions. >> and so all of that work that i talked about in terms of our spreadsheets and our modeling being landed with these positions and i would say in the bigger picture first to describe we would we would have a dedicated manager for the treasure island parks and this basically follows our internal model that sara already each of our in san francisco we have now seven park service areas treasure island would become number eight and this is really critical when phil is talking about our i think standards and systems that we've put in place over the years. one of the most critical ones i think is our park service area model. what it provides is really on site management accountability and really ownership by a team that is really focused on whether it's that neighborhood or treasure island that kind of ownership is i think what's driven a lot of the improvement in our parks and so we seek to just recreate that model. >> we would have the manager position start early in 2026 to really on board plan for maintenance, develop greater maintenance plans, be involved with recruiting the staff that will come to treasure island, the rest of the staff and this is all in your budget would be starting two months early to engage in some of our onboarding and training to make sure we're ready to go. >> and as i mentioned the park service area model involves kind of our site staff and that really includes our custodians ,gardeners, natural resource specialists and supervisors. >> i will also add to that discussion about treasure island its uniqueness. one of the things that we really grappled with when trying to determine the staffing level is the whole native landscape component and for that reason we've included probably a more robust natural resource team than we normally would because we've seen the super high quality of the landscapes you guys have installed the the plant material you use derived from the island is pretty incredible and unique. so with our natural resource team we feel like that is is a key component that is important for treasure island. we created that specific job classification 6 or 7 years ago to deal with our natural areas and so this natural resource team is really trained the minimum qualifications for their jobs is is about native plants basically and so you would have that team there to continue the vision that you've created out there. so in addition to park i want to kind of explain clearly in addition to our park services staffing the department also runs on a is supported by our citywide staffing structure and that's really our infrastructure team, our urban forestry and so on and so to support the island in order to do that successfully we've select initially three positions to provide that support and so you'll see a painter, a plumber and an arborist they aren't going to be dedicated on island but you will be receiving the full benefit of all of those divisions and their services. for us this was the only way for us to be able to grapple with absorbing the extra the extra workload. so i think i will stop there. we're really looking forward to this. we've put a great deal of effort and also this is just the two year look at things and you know we've been working with staff and i believe as peter mentioned want to come back to you later to really show you the the full the full buildout and the the plan for that. and so with that i'm going to pass this along to antonio. >> thank you. thank you, eric. so i'm going to cover the two year budget. >> antonio garrett director of administration and finance for rec park so we budget on a two year rolling basis here at the city county of san francisco specifically specifically for the rec and park department and the first year july 1st starting july 1st 2025 through june 30th 2026 eric mentioned that there is going to be the plan to have a manager on board six months prior to july 1st, 2026 and then additionally the other 14 positions in the staffing plan would be onboarded two months prior to july 1st 2020 six. >> so the cost of all that labor when you when you actually put that into the budget system ends up being a little under $600,000 581,947 and then in year two all 15 positions equal 2.9 million roughly. >> and then additionally we've budgeted the cost of materials and supplies in both years we're
