can you talk a bit again about the mayor eric garcetti quote, it's a great quote. i use it all the time. can you talk a little bit about -- congressman tilli and others talk about frustrations with regard to implementation. can you talk about some of the resiliency efforts that are obstructed by red tape? i know there have been some -- with your organization? >> that's something we hope to see move forward with the ecosystem. i think what we said earlier, we want to act now so we are prepared and resilient going forward into the future. our understanding of the delay is essentially within the opposite of management and budget. and including it in budget. so we understand that the last administration had agreed that the department of agriculture level and ultimately it was decided that it would be in the office of management and budget. we are hopeful to get the funding for nesp to move forward. that was an agreement by the stakeholders. that this is our way forward. this is insightful and innovative. it would answer a lot of questions, ecologically, to resilience.
