you see eric garner being put in what looked like a choke hold. rice being shot in one second. so there's kind of this national idea that everyone's watched these people die. but then you go into a grand jury and without really explaining what happens you get this idea that there is no indictment. so i think people are really going to be challenging the secrecy of this. i think the other thing people are really looking into, which is a little odd but it is this idea of perception. tamir rice, one of the biggest things people were talking about yesterday was this idea that the prosecutor in a i nouannouncing non-indictment tamir rice looked to big for his age. he was size 36 pant and was 5'77". people think this is what we're talking about in terms of institutional racism. there was a study last year by the american psychological association that said people look at young black men and think of them as bigger, they kind of look past their innocence. they did this study that really said when you look at white kids, people often especially police off

eric garner, murdered while officers violated their own policies to take his life and no one is heldable. all we get is his chin up in his chest out looking like a doofus. accountability is everything and it starts from inside the system. one of the things that i would like to see and ncl lj, which is a diversion group of current and former officers from coast-to-coast, lh to new york and one of the things i would like to see us become involved in is doing movement within the criminal justice system itself nationally, starting with people who come from affected communities, black and brown communities who work in the criminal justice-- justice system, judges, attorneys, police officers, correction officers, whoever you are and where villar we can collect ourselves within the system and demand changes we want to see relative to how it operates in our community and have functions in our community. there are enough of us and its rights. we have the moral high ground here, man. that's one of the things i would like to see. another thing i think would go a long way towards resolving some

but the problem is that we' seen in other case, and i'm thinking about the eric garner case, even if that officers loehmann and garnback did in approaching tamir rice violated department policy, police train, violated the way officers are told to respond to situations where there is a person with a potential firearm, we've seen that that does not necessarily result in prosecutions or this minimal standard of finding probable cause, particularly when the prosecutor -- in this case prosecutor mcginnty -- has telegraphed every way that i think he knows how that he himself does not believe that anything criminal was done. and remember, a judge this summer gave a range of options of charges that the judge believed there was probable cause to find that went all the way down to negligence. he decided he would use a grand jury to get a result that he clearly preferred and that he recommended to the grand jury, which was no charges at all of any kind. >> professor, can you give us a quick guided tour of the lesser manslaughter charges that might apply in this case. >> sure, the manslaughter c
