i certainly agree with eric holder i've never seen anything like this before. usually when you have a report you have a recommendation and we have that with respect to collusion. where is the recommendation with respect to obstruction? >> do you think it's possible that barr is spinning this and he has taken a considered watergate-style road map and turned it into a power grab. >> i don't think barr would do something like that. what i do believe that report does one of two things, it either, one, says that there's enough facts to indict the president but unclear if there is enough to vick the president or, two, it takes barr's view that even if you do something with corrupt intent as long as you're allowed to do it you can't be indicted for it on an obstruction statute. i don't suspect barr's motives, fair and appreciate your care there to that issue. let me play a little bit more of the attorney general, eric holdinger, you both have worked for attorneys general and his view of what jim was just talking about, the decisions that someone in mueller's position

let's get your thoughts on what eric holder had to say. we've been talking about the democrat potential candidates, but the comment that he made his getting a lot of attention in terms of when was america great. what is your response to that? >> it's an interesting question because i've often asked trump supporter's what they make of that slogan. what do they mean when they say, make america great again? i think some people have straightforward economic answers and some people have security answers, and they feel like it has a racial tinges or harking back to the past when there weren't equal rights for women. and i don't think that's what all trump supporter's believe. including myself that slogan has always begged the question, what do you mean by making it great again. and if that means going back to a time before equal protections for minorities and lgbt folks -- >> do you think that's what the president means when he says he wants to take equality away? >> it's hard to get in his head or -- >> has he done anything that you could point

it was 1999 when it was under the clinton presidency, janet reno and eric holder and what i read it seemed like these reports were rereesed to the public and they recommended -- just a summary be given to the attorney general for two reasons, one was bus they thought if everything is released to the public, there would be overinvestigation because the investigators would worry that they were going to be criticized if they didn't turn over everything and the other reason is it would identify people that were not indicted or didn't have -- which is not what happens in other court proceedings. so i think it's a valid concern. so we'll see what happens if you think attorney general barr will keep that in mind. mr. mcgovern: ms. scanlon. ms. scanlon: there is bipartisan support for release of the mueller report. i hope there is bipartisan support for the other measures undertaken by judiciary to either prove or disprove the culture of corruption that appears to have surrounded the campaign and inaugural funds of the campaign, if not the president himself. look forward to that. mr. mcgovern: mr.
