(applause) >> thank you, david. it's really great to be here today. we are so fortunate as we come before you, signing legislation to build two brand-new hospitals here in the city of san francisco, to upgrade two other hospitals in our city, and that being the cpmc campuses at davies and supervisor wiener's district, as well as the pacific campus here in district 2 where i represent. and i do want to thank cpmc for their incredible leadership and their involvement, for sticking with it, dr. bronner and mike cohill, thank you so much. to mayor lee and his team in particular ken rich. enough cannot be said about ken's leaders

(applause) >> and again, i signalled at the beginning i was expecting cooperation from mr. rose. we got it. thank you very much for that cooperation. this budget is not only balanced, but it is a responsible budget. it is a fiscally responsible budget, one that we've learned over many years -- and when you look at other cities across the country who have not paid that kind of attention in their fiscal responsibility, you'll see some of the results that are horrible results to the rest of the country. and, so, we hope to continue being a model of how a balanced budget should have and fiscal prudence is always at a key cornerstone of it. we have the right attitude about our reserves and what we invest in. but this also is a budget about social responsibility and working with the board. and i know supervisor chiu is in abstein shad right

and last but not least we have one supervisor here eric mar that tried to put together a program tattoo ban society at large for the killing for a police officer who said it was okay. because it happened so long ago. it happens as long as ago we 140u7bd u shouldn't be bordered with this stuff. but that's the problem it's more important than the stuff you're doing tonight. or get a program going to solve the unsolved murderers i believe there are owning over one thousand >> all right. for members of the public in those on sfgovtv watching this now. i feel compelled to point out the san francisco police department has not given up. if you are not here at the beginning of the chief reports there's an officer the head of homicide who came and gave a detailed report on the efforts still be conducted by the sf police department to find those murderers. it's a matter of evidence. and they're out there trying to find the evidence. it is not enough just to know names. it is about evidence that can be brought in a court to say this is the issue. i understand that this doesn't alleviate ms. browns

about 20 years ago, the first batch of environmental commissioners -- one of it was eric mar. he invited me to speak to the environmental commission and subsequently he become supervisor. i would see some of you if not all of you will be sitting on the supervisors chair sooner -- it will not take 20 years for some of you to become supervisors. anyway, at that time the city was starting the environmental on the collection waste, three containers. and chinatown was not included. and bunch of us went to environmental commission and raised hell. and then we don't have enough muscle to get that. it takes tom shea -- tom shea supervisor at that time, you know, he take up the message and get the ball rolling, ask the city department, you know, what's going on. and soon we have the environmental waste connection and bring it down into so many pins. not only that, the environmental commission had some money to hire lots of young people, high school kids to teach the people. it takes, you know, education -- the operation of the three pins. and i know those kids. most of them went to col
