there are two points, erica. want to show you the study that came out of the new england journal of medicine. people who were compromised after the first two shots, they had a certain level of antibody response. that's the far left graph there in red, the far left bar. but when they got a third shot and those study trials, you can see how much more their antibodies increased. so that was one important piece of data. but also, erica, we have known now for sometime that people who are immuno compromised, even if they were vaccinated, were close to 500 times more likely to end up in the hospital versus those who were healthy and vaccinated. so it's not just the antibodies, it's the fact that they were getting sick as well. >> so important to look at that full picture. this obviously invites questions about when sorts of the general population may need an additional shot. dr. fauci addressed that last night. here's what he had to say. >> right now the decision is we don't need to do it right now. it's not imminent. b

erica, let me start with you. i think i'm going to just belabor this analogy that has been used, the political winds that have been blowing here. were they the sustained winds that ends this or was it one gust? was there something, to catalyst that ended it for the governor? >> i will say the reaction we saw in the wake of the report on tuesday was pretty swift, right. you had a fair amount of folks in the state especially coming out pretty quickly and saying that they thought the governor should resign after seeing that report. it really snowballed from there. then, of course, you had the president later in the week. when jay jacobs came out, chair of the state democratic party, for a lot of people that was the moment where they just took their breath and said, you know, this is a big deal, between that and carl heastie, the speaker in the assembly, saying it is time, this is not a good look, you cannot cover with this. there's been back and forth in reporting from a number of our colleagues here at cnn has been

cnn erica hill is following all of this. let's start with the filings and the press conference.> the filing, this is the first criminal complaint against the governor that's been filed. this is filed d by an annoonym accuser. we have heard we're waiting on the attorneys for the governor. they are set to hold a press conference at 3:30. we'll see what we hear from them. executive assistant number one, just to remind you. in the report from attorney general, there's an allegation that in november of 2020, she was in a room with the governor. she allegations he put her hand up her blouse. he's denied this. he says it nef happened. he says in his position statement, which was in response to the attorney general's report on tuesday, he said this never could have happened for a number of reasons. one being the timeline, his time line and the records for the executive mansion are different from hers. she was there for a long time. based on kpcommunications betwe her and other people in the office, it's clear she seemed comfortable with the governor. it was a completely different intera

erica hill picks up our coverage right now. >>> hello. i'm erica hill. the window is closing in afghanistan. president biden has decided he will not extend that august 31st deadline. meaning america's massive rescue mission will end in one week. this morning biden spoke with leaders. with the final days at the air lift in site, evacuations are surging. 21,000 people were flown out of kabul on aircraft yesterday. that's another single day high. hundreds of americans were among the evacuees. the administration still won't specify how many americans do remain in country. kaitlyn collins is live at the white house. kaitlyn, first of all, this huge decision by the president, what more do we know about it and what do we expect to hear from him on this when he speaks later today? >> well, he could very well explain his thinking behind this decision. because it does not come as a surprise to those in the west wing who knew that a lot of the president's top advisers were advocating against extending that deadline past august 31st. aware of the security concerns o

>> i can't give you a timeline, but i know he wants to do it soon. >> erica hill joins us, now.there are -- there are additional questions about why, specifically, this trooper was hired. the report suggests she was transferred to the governor's security detail pretty quickly after one, brief meeting. did -- did we learn more details about that today? >> yeah, actually, his attorney was asked specifically about that. what was it the governor saw in that one, brief meeting that encouraged him to -- to think that she should be transferred to his detail? so his attorney said, and i just want to make sure i get this correct here -- said that brief encounter, he quote liked how she maintained eye contact and is that she was assertive. he also -- she also said that the governor did not change the qualifications for her hiring. that's a question that cam e up. it was such a brief meeting and she actually didn't have the required amount of service, at that time, to be on the governor's detail but was transferred, anyway. he also said in his testimony, jim, that he needed more diversity

>> erica hill, thanks so much. and now let's bring in a criminal defense attorney in new york. i want to pick up on what erica said there about the fact that despite today's announcement and this report detailing allegations from 11 women, the attorney general said today, this is a civil matter and does not have criminal consequences. do you see this case staying that way or will district attorneys pursue charges? >> well, if erica's reporting is correct, and it always is, the district attorney's office in albany is sort of picking up where janes' office left off. i think this is the beginning of the road for governor cuomo's sort of legal battle in these cases. the report by tish james was just staggering in the amount of evidence and corroboration it had laying out. these civil allegations, you know, in violation of federal civil rights laws and new york state human rights laws, really two buckets of civil offenses there, you have the sexual harassment, which was pervasive and severe by all accounts. and then you have sort of this retaliation bucket, which in and of itself, i

erica hill has been following this story and she joins us now.a very serious investigation. >> reporter: so 11 hours as you point out that the governor was apparently questioned about his treatment of women. and that stems from, as you said, jim, multiple allegations ever either workplace misconduct or sexual harassment. now as you pointed out, the governor has denied inappropriately touching anyone and he also said in i statement this year in response to some of the allegations that he was sorry, his comments may have been insensitive or too personal and sorry so those who may have misinterpreted them. just the fact that the governor was interviewed on july 17th so many is signaling this this investigation by the new york attorney general could be nearing an end. we don't have a timeline from the a.g. we were told there would be a public report when this wraps up. we reached out to the attorney general reporting at times the 11-hour marathon session at times there were tense moments, specifically the governor questioning the independence and fai

our national correspondent erica hill is joining us right now.e's facing more investigations. >> that he has, jay jacobs, who is the chair of the democratic party here in new york state had supported the governor for a long time. in fact, in a statement today he said he called the governor, he let him know he would be putting out this statement after efforts to convince him to resign failed. j.j. calls the investigation damning and said the governor has lost his ability to govern practically and morally. as you know, wolf, he is not the only person tonight calling for the governor to resign. >> governor cuomo has got to go! >> doing the right thing, state lawmakers dialing up the pressure. >> the governor is not fit to do his job. >> i believe there is sufficient evidence to proceed with an impeachment proceeding. >> the time for him to resign is right now. >> reporter: at least four district attorneys have asked the new york attorney general for investigative materials to determine if any of the conduct in this report is criminal. two of those r

joining me now is erica hill.rk said there's nowhere for the governor to turn. the governor said he has no plans to resign. what happens next and how quickly could we move on to impeachment? >> reporter: you talked about all those people calling for the governor to step down. two thirds of the new york state senate, the assembly speaker saying the governor can no longer remain in office. that same speaker saying this impeachment investigation will move expeditiously. it could wrap up within the month and move on from there. there are also a lot of questions about how long he can hold on here with this lack of support from both law makers and we're seeing from new yorkers. a survey taken just after the report was put out finds 59% of respondents said the golf for should resign. as you can see, that includes 52% of registered democrats. they were asked in this survey about what the governor did. did he do something illegal, unethical? 7% said he did nothing wrong. 44% said something illegal. 29% say it was unethical

let's bring in cnn's erica hill. so, erica, the governor says he won't resign.s this all but certain? >> he says he will not resign. we have not heard any more from the governor today, he is laying low putting out a press release from a covid update. if the governor does not resign there is this impeachment inquiry we've heard so much about. cnn has been reaching out to state lawmakers. and i can tell you that 80 members now, both democrats and republicans, tell cnn they would vote yes to impeach if articles of impeachment were introduced. now, keep in mind how it works here is the assembly would vote then on those articles of impeachment. there are 150 members of the assembly, 106 of them are democrats. again, 80 have told cnn they would vote to impeach if the articles were introduced. they would need a majority. that would be 76 members to vote. if that happens then, of course, there would be a trial. that would be in the new york senate along with the judges from the court of appeals. listen, there is a lot of discussion about whether the governor, while he i

cnn's erica hill is following all of this from new york.rty right up to the president himself. but he's holding his ground. >> he really seems to be. you mentioned jay jacobs. when that statement came out from jay jacobs yesterday, there were a lot of people who sat up and paid attention to that. he's been a supporter of the governor for so long. in that statement he talked about calling the governor, urging him to resign. he went into a little bit more detail with cnn last night, and said that as he spoke to him, he basically said to the governor, look, there's room for redemption in politics, but it depends on how you go out. and he said there's really no turning around at this point. but the response he got from governor cuomo was, he said he wouldn't characterize his views on resignation, but the governor was really more focused on how he would defend himself, jim, and he wanted to tell his side of the story which certainly doesn't sound like a man who is considering resignation at this point, although so many of his former supporters a

cnn's erica hill joins us now with more.be completed and the next steps from there? >> you know, quickly is the short answer. what we do know is that letter gave, of course, the governor's attorney until next friday to submit any additional evidence. the articles of impeachment won't be done prior to that. but once they're ready, it could be a pretty quick process. we know a majority of the assembly members have told cnn that they would vote to impeach and then from there, of course, it would move on to the senate. >> and what more do you know about the evidence the governor's team may submit? >> so the reaction to this letter stating that they were nearing completion, in terms of the impeachment investigation and inviting the governor's attorneys to submit more evidence, they said they would cooperate but there were a couple of clues in there. we do know that from the governor's rebuttal, essentially, one of the events they take issue with is the one that involved allegations from executive assistant number one, who said th

erica, what are the takeaways from what we just heard from these lawyers? >> what we heard there from the attorneys is they were really trying to poke holes in the a.g. report. what we heard over and over again, specifically from rita glavin there who's the attorney for the governor is her questioning the methodology of this investigation. she was questioning, frankly, the integrity and the independence of the investigators. she laid out that she believed it was a predetermined narrative. and she asked a lot of questions about whether they had asked, whether they had interviewed certain people, where the evidence was. one thing we heard from her and the other attorneys that represent the executive chamber, the employees there of the state, were questions about why they hadn't received certain information. they want to see the transcripts, they want to see more of the evidence. a lot of what we heard was sort of procedural in that nature, and questioning the way things were done, also i would say trying to place doubt in the mind of the public. rita glavin a
