i'm erica hill. the united states passing another covid milestone. 40 million cases in the united states and there is currently no sign of that number slowing down. and just to put it in perspective, more than 4 million of those cases were reported in just the last four weeks. the seven-day average of new coronavirus cases, 300% higher than it was at this same time labor day. after last year. tomorrow president biden we are learning is set to deliver a major speech in the next phase of the pandemic recovery. according to sources, he'll layout key steps on what the white house and the federal government can take, key steps that can be taken next in the fight against the virus. the speech will also contain multiple components related to schools, private companies and federal employees. let's get straight to the white house, cnn correspondent phil mattingly is standing by. phil, the president set to tour damage in the northeast. what more do we know, though, about this major speech as it is being called

erica, thank you. >> tonight the u.s. navy has identified 5 sailors killed when their helicopter crashed off the coast of san diego last week. one of them 29 year-old bradley foster a pilot from oakhurst, california just outside of fresno. he and his fellow. sailors presumed dead after the navy spent 3 days searching for them. a sailor who was also part of that flight crew was rescued from that crash 60 miles offshore, from san diego. the rescued sailor and 2 others who were aboard the uss abraham lincoln were there when they were hurt. they were also taken ashore for medical treatment. another 3 sailors on the ship. also suffered minor injuries. so i tell people 20 years later, one of the things that i learned that night is to never give up. >> you fight till the end. there was something about knowing that if i fought to the very end. there was a piece that i can die with knowing that i've given it my all. >> you just heard from a new jersey police officer who survived the september 11th attacks. he w
