i want to go live to erin mclaughlin in los angeles, california.dard of care. what does that even mean? >> reporter: essentially means rationing care. it means health care workers deciding who gets the care and who doesn't. it means they're being forced to make decisions that "pose a significant risk to their patients." the hospital in question says that they are not at the point yet of having to ration care. of having to do that, but they said they are definitely on that current trajectory. i've spoken to doctors across los angeles as well and they believe they are days away from that nightmare. the state putting out on edict just this week that cancels all elective surgeries for areas 0% icu capacity available including los angeles county. this is a serious crisis. ambulance services conserving oxygen and told not to patients deem it's very unlikely to survive. one emergency room doctor says these measures concerning but necessary. take a listen. >> giving it, a paramedic that authority is very concerning, because they don't have the background a

erin, thank you for joining us on this.de of is so full, they have had to create makeshift triage tents in the hospital parking lot. what are officials saying about the kriegs sis there? >> reporter: this is by all accounts a desperate situation. you mentioned that edict issued by l.a.'s emergency services -- it was a pro-pronged' licht telling crews if a patient is deemed very unlikely to survive, not to be taken to hospitals such as the one behind me. that's how overwhelmed the hospitals are in l.a. county. they also told the ambulance crews to start rationing oxygen. we're familiar with select hospitals reporting issues with their oxygen. the army corps of engineers sent in personnel to help address those systems at select hospitals in southern california. now we're hearing of oxygen issues on the ambulances themselves. they're telling ambulance crews to save the oxygen for only the most critical of patients. overall, a completely bleak picture being painted here in southern california. take a listen to what one doctor h

these days death is a constant companion for erin and her colleagues every last barton's itself into their collective memory they work until they are about to collapse. it simply is the worst thing i've ever experienced in my life. i have seen more death in these past 10 months than all of my 8 years at nursing combined and i'm a i'm a critical care nurse i'm a coco nurse i respond to all codes in the hospital she has nightmares she has trouble sleeping if she can't go to work she feels guilty. she just. she's just not here when she's physically here i think she's still dealing with she's dealing with a lifetime of trauma every she used to tell me maybe every couple of months about a patient that died. and now it's every day it's multiple patients and it's not and from what she tells me it's not like a good way to go it's it's suffering erin is on route to her next 12 hour shift she knows that the toughest weeks are still to come her dedication reflects los angeles multiple people fighting. and it's because of stories like that the biden administration is putting its response to the
