i'm erin burnett. tonight, caved. the second republican governor in two days is now back down from a controversial bill that's out raged americans. a bill that critics say allows businesses to turn away gays and lesbians. the stunning reversal came from arkansas governor asa hutchenson. for weeks he said he would sign the bill but he backed down after pressure. he's now pledging to fix the law. late today, lawmakers in indiana said they are close to a deal to revisewaiting those terms at any minute. my it comes down to the definition of fix. what are you hearing? is this going to be enough to quiet the outrage? >> reporter: i'm hearing that definition is not easy to come by. republicans are in that room. they've been there now for just over four hours. they spent two hours earlier today and two hours later in the day. they have been in meetings. all schedule for here in the capitol have been put off to deal with this specific issue and try to figure out if there's a way that conservative republicans can get their way

erin burnett interviewed defense secretary ash carter this week.ed him who is a greater threat isis or al qaeda. and he pointed to al qaeda. i know we talk so much about isis recruitment and frankly how successful they've been at their recruiting through social media here in the united states. but do you believe at all that that takes the eye off of al qaeda at all? >> well i think al qaeda and when the experienced groups especially the ones in yemen put their mind at doing an attack in the united states they're more likely to get away with it. they've got advanced bombs that can bring airplanes down. they've got operatives that are trained that could move in this country and get under the radar of social media. they understand that better than the islamic state. i think frankly the islamic state if it continues to survive in the middle east will be a threat to political stability whereas al qaeda is more of a terrorism threat. >> you say if it survives if isis survives in the middle east. do you believe there's a risk of isis -- do you think isis

live coverage of this disaster unfolding in the streets of baltimore continues right now with erin burnett outfront. >> thank you very much. we have our continuing coverage of this breaking news story tonight. baltimore erupting. we have riots in baltimore right now out on the streets tonight. it was peaceful. it has turned ugly and violent. you're looking at live pictures. stores have been looted and destroyed, now even lit on fire by rioters there is a massive fire and fear that it could get worse as darkness falls tonight. the angry rioters today overtook a police car. they smashed the roof and the window with bats metal rods and rocks. others set a police car on fire that fire spread to a second patrol car. rioters then set a third car alight. seven officers have now been injured. some of them have broken bones.
