. >> my name is espinola jackson. i come to you because the last time i have a conversation with you are when you have a combined meeting, this is dealing with the community college. i would like to give you my history. we started the human rights commission in 1962. in 1972, the citizens of san francisco -- because of that, there was litigation. land was given to do what it desired to do. they first offered us the bill, and we said no. we wanted a community college. the subject would come up like nursing. the class's were closed. we knew what the needs were. we still have been fighting for issues that we have been going through for 50 years. and i am tired. i want you all, as of this day, i want you to have your staff cease and desist, make a decision for what goes on at southeast community college. it is the responsibility of that commission, it was a mandate that we have a commission, and that the community with the desire what goes on in that college, and education and training facility. it is not for what ever yo

miss espinola jackson. i grew up with her children. mr. robertson. all of our families grew up together. when they close the shipyard down, they became [unintelligible] in this neighborhood, financially, it sunk to where it is today. we have not had the opportunity for genuine employment. we have people out of work. what ever is going to take for the peoples to still live in the region for the people to still live in the projects -- what ever is going to take for the people to still live in the projects, we need to show them how to upgrade economic standards. how to get them to the unions, become contractors and business people. our community can only be represented by non-profit corporations. it only needs to be represented by business people that knows what the issues actually are. we have to speak to being told about something that is not going to happen without giving us anything in writing. we are reminded of the importance of this by advocates lighke espinola jackson. this city is continue -- committed to continuing and moving on with the efforts. i want to thank the public utilities commission. having it under the leadership of ed harrington has been wonderful. he is moving forward with rebuilding the water system and making sure that our municipal electrical supply is 100% carbon neutral. i want to recognize the former puc commissioner, dick skar, it is because of his leadership that we have such a dedicated staff and commission. i want to recognize the california independent systems operator. we work closely with them in what we do in making sure we have a strong partnership to reduce our carbon emissions. we're not just going to be an island in san francisco. we have to share what we do across the state. we need their support and vision about the state. i want to thank all of the partners in the community. our communities are often the ones we do not recognize as much as we should. we are the ones who suffer if we do not get carbon emissions re

. >> miss espinola jackson? one last thing. two minutes. >> everybody knows i am long winded. let me say this. what was raised to you was a section 3 of the guidelines the people that live in public housing get the job first, that is not happening in san francisco. that is all that is being said. it was stated earlier by the speaker. no one is in compliance when it comes to the residents of san francisco. the work force, i would like to know who is monitoring. i know that we started with human rights and we had some good work and going on at that time. but who is doing the monitoring? ha who is complying? also the statistics, how are you receiving those statistics? you have no one in the field to make sure that the contracts are complying with labor compliance officers. that is a very big concern and i think i have 20 seconds left. i am used to talking fast before -- because i go before the board of supervisors. i would like you to understand what the community is saying. we would like a change along with the supervisors. you need to know everything that is going on in the com

espinola jackson, you know her very well. she has been not only a fighter, but a mother of the bayview hunters point. what i am saying is very simple, pretty well, including your attorneys. i know where you come from. we have to have focused meetings. as much as i think i know about sfpuc, when in doubt, i call my friends who work for puc. is this true? can you enlighten me on this subject? so i am educated on issues. even though i know a lot about puc for the last 40 years. so we have some dealership here. we need to contact the right people who gather the right information so that what ever is going to happen has the blessings of the elders. in all indigenous communities, you have to get their blessings of the elders. that is just how is done. if the city and county of san francisco and some politicians want to do it some other way, then you know what? you're going to challenge the community. and somebody challenged me with hunter's point. they learned a big lesson. i do not want to be an enemy of the public utilities commi
