. >> richard hale, espinola jackson. >> good afternoon, miss hale >> good afternoon. my name is vera hale and i was all planned to ask you to just remove the recommendation no. 4. i was on the committee part of the time, too, and i have a placard and i oppose this on the committee. i was filling in for edna james, who will speak in a few minutes, and i would like to say that we don't have an easy system for determining income for seniors. it's not like the schools where you can go and see who gets reduced lunch or who gets free lunch. the meals programs for seniors are for everybody regardless of income and if there are different interpretations of income. the federal poverty level is not sufficient for most seniors and there's an elder security, economic security index. there are many different things if you want to separate out low income seniors it's not an easy job. and now that we see that california has more poor people and a higher percentage of poor people than any state in the union, it makes me concerned that we go farther with that, with wanting to charge p

. >> espinola jackson, on no. e, i think when i was here the last time, i think you may have misunderstood me. i would like to give you some history on hetch hetchy. my husband is named james rich. he was the first black man to be hired by hetch hetchy here in san francisco. he was the one that trained other blacks when they came in and trained other workers when they came here and worked in san francisco. the reason he could not join the electrician union because they did not allow blacks in the union at that time. and that was one of the reasons i was in support of local hiring, and explained the situation to the supervisor about what happened to my husband. because i had to live that. in fact, when he was going to become the general manager up there, at hetch -hetchy, we went up there to look around because you get free rent and everything. i went up there and saw nothing, but trees, snakes and bears and they wanted to demote him and i said no, we're going back to san francisco. so that is the reason why. and h

. >> espinola jackson and chris (inaudible) those are the last two speakers on this item. >> good afternoon, miss jackson. >> good afternoon, i didn't come here to speak on this item but after hearing so many speakers, i would like to say 70 years ago my mother came to san francisco and i went to school at hayes school across the street from alamo park is. listening to many of the speakers it's interesting it me because i have the same way. we have the home owners and we are the taxpayers of this city and if one community said no, why can't other communities say no and you do the same thing for them as you did for the others. i feel that it's unfair that you do not listen to all of the constituents of san francisco and not just a few because when i heard someone say up on the hill where the rich folks are, they can't go. where the crooked street is, they can't go. they are saying don't come into my neighborhood. we are the taxpayers. we are the ones that pay the salaries for everybody in this city and we don't get what we are asking for. i just wanted to say that and thank you so very much
