i have been following ethics for about 20 years. i can assure the public and the board that the concept for enforcement is generally, that it is a matter of the law as a shield and not as a sword. so when enforcement occurs it's to protect the greater public interest and integrity of the governmental process so we're not basically thrashing about with a sword, hacking wrongdoers. this is not that type of a game. ethics takes their role seriously as a quasi judicial authority. i wanted to assure the board that that's the case. i think this is a big step forward behested payments has been a very hot item lately in the news. i think the public is concerned about this problem and i'm glad this board is taking that matter up and moving forthwi forthwith. thanks. >> thank you. any other members of the public for public comment? no? going once, twice, comment is closed. colleagues can we send this to the full board as a recommendation for a full committee report hearing on tuesday. can
